Difficulties And Measures In The Implementation Of The Service For The Disabled Elderly

With the continuous increase of the elderly population in China,the size of disabled elderly group is gradually expanding,and the nursing needs increase accordingly.Under the current socialized old-age care service system of "home-based care,community support and institutional support" in China,family members are still the primary human resources to take care of the elderly.Combined with the traditional concept of "raising children for the age" in China,the elderly's spouse and adult children become the main caregivers.However,the long-term impact of the "only child" era leads to the formation of the "4-2-1" family structure.Family care resources are increasingly in shortage compared with the long-term care needs of the disabled elderly.The increasing care burden harms the physical and mental health of family caregivers and reduces their social interaction time.From the perspective of the relationship of the degree of disability and care needs,the higher the degree of disability,the more professional care needs,are more likely to generate additional pension spending,to bring economic pressure to disability,families,and the deeper the degree of disability,the heavier reliance on caregivers,take care of the load ability gradually with family caregivers do not match,which affect the quality of care for the old man's endowment.Therefore,"respite services" have been launched in many regions of China,aiming to focus on the burden of family caregivers of disabled elderly people,provide them with a short respite,and then optimize their daily care.This paper focuses on the "breathing service" of family caregivers as the research object,adopts literature analysis method,and analyzes the implementation experience and difficulties in combination with the implementation status of the two regions with relatively clear policy guidance and service mode of breathing service,namely xihu district of hangzhou and jing 'an district of Shanghai.With "breathing" service across the country to promote the perspective of China's current "breathing" service to promote implementation of the obstacle factors,including the government less targeted policy,service specialization degree is insufficient,and supervision and management system is not perfect,and combined with service providers and service consumers(loss)to the old man and his family their own conditions and analyses the effect of social support.At the same time,it summarizes the excellent experience and advanced mode of "breathing out service" in foreign countries,and puts forward the following Suggestions for the development of "breathing out service" in China from the three main levels of government,society and individuals.Improve the professional service,improve the information archives through the information network,and introduce the market competition mechanism;We will raise the level of moral quality,strengthen family mutual assistance and volunteer services,and establish a trust mechanism between the two sides.
