Research On Problems And Countermeasures In Online Medical Supervision

Since it was first included in the government work report in 2015,Online medical has been closely followed by the industry and developed rapidly.The state has continuously issued favorable policies to promote the development of Online medical,so as to solve the livelihood problem of the difficulty in getting medical treatment in China.Due to the numerous and miscellaneous subjects in the field of Online medical treatment,the service provided is seriously homogenized,and the explosive growth of Online medical platforms are competing for high-quality doctor resources.With the development of Online medical,China’s supervision system has been constantly improved,but there is a lack of research on Online medical supervision in China,and a mature theoretical system has not yet been formed.Haodf platform has been established for 13 years.In 2017,it signed a contract with Yinchuan municipal government to obtain Online hospital license and successfully transformed itself,which has a positive effect on people’s medical treatment.In 2018,Haodf platform ranked the 4th among all Online medical platforms.From the perspective of supervision,Haodf platform as a model of the industry,the study of the government to Haodf platform supervision difficulties and put forward the corresponding countermeasures,drawing big picture out of small facts,to China’s Online medical supervision has a certain significance,in line with the development of the times.This essay uses the multiple research methods such as the documentation method,a semi-structured interview method,participant observation method and case analysis,in the meanwhile applying virtual organization theory and service innovation theory,and with my working experience in the field of Online medical,the subjects of the survey included Haodf platform doctors,patients,health and family planning commission of Yinchuan,Yinchuan medical insurance department,director of Zhejiang provincial hospital Information Center and Wenzhou medical insurance department.Investigating the Haodf platform related supervision problem analysis,the study finds that government supervision of the Haodf platform difficulties exist the following problems: from the perspective of online medical service system supervision,access institutions before diagnosis are scattered,information is asymmetric,diagnosis and treatment process is not standardized,patients’ privacy is exposed after diagnosis,and it is difficult to determine medical dispute liability.From the perspective of payment system supervision,the lack of online charging standards and online medical insurance are impeded.According to the existing problems,this paper makes an in-depth analysis of the main causes of the problems,and believes that the root cause is the imperfect regulatory system,the imperfect regulatory institutions,the existence of interest barriers between medical institutions,the strong profit of enterprises,the immature payment technology without card,and the greater pressure on the health insurance fund pool.According to the main reason,this essay puts forward the following countermeasures: First,improve the doctor-patient access system,establish the price guidance standard,establish the electronic medical record writing standard,implement the punishment system for illegal diagnosis and treatment,improve the data safety supervision system,and improve the regulatory basis for the policy of prohibiting preliminary diagnosis and treatment;Second,establish multi-party patient dispute relief channels and provincial supervision platforms;Third,break through interest barriers,and let the government lead the Internet medical platform;Four,introduction of delaycard payment technology,integration of commercial insurance,and relief of medical insurance pressure.
