| Objectives:The purpose of this study is to define the basic information,human resources,infrastructure construction,the laboratory equipment,inspection capacity of institutions for disease control and prevention in a city,explore its main problems on laboratory inspection capacity building and then provide the basis for formulating relevant policies in the future.Methods:In this study,document research,expert consultation,questionnaire,descriptive research,compared research and statistical analysis are used to analyze and study the current status on laboratory inspection capacity of institutions for disease control and prevention in a city was analyzed and studied.Results:1.human resources:There are 176 laboratory inspectors in all CDCs in this city,30 males and 146 females.The age composition of laboratory inspectors in city CDC is mainly 35~44years old,followed by 45~54 years old.And the age composition of laboratory inspectors in country CDCs is mainly 25~34 years old,followed by 45~54 years old.The title of laboratory inspectors in city CDC is mainly middle and senior titles,the proportion of primary titles is relatively small.And the title of laboratory inspectors in country CDCs is mainly primary titles,followed by intermediate titles.The laboratory inspectors of city CDC are mainly graduate students and undergraduate students,followed by Junior college degree.And the county CDCs are dominated by Junior college degree,followed by bachelor degree.2.infrastructure construction:The proportion of laboratory rooms of all CDC institutions in this city is increasing.The total building area of city CDC is 15994.95m~2,the laboratory room area is 4411.20m~2,accounting for 27.58%,which does not meet the national standard(≥40%),and the business room is also lower than the national standard.The proportion of the security room and the administrative room is higher than the national standard.Among country CDCs,the average building area is 2511.7m~2,and the average size of the experimental room was 811.8m~2,accounting for32.3%,which does not meet the national standard(≥35%).3.laboratory equipment:The type and quantity of class A equipment establish ratio of city CDC are increasing,with the ownership rate of more than 80%,the type B and C equipment ownership rate of more than 40%.And the average type and quantity of class A equipment in County CDCs are more than 65%,the average ownership rate of class B equipment is about 20%,and the average ownership rate of class C equipment is more than10%.On the other hand,there are significant differences in the equipment allocation among county CDCs.Referring to the"Guidelines for Laboratory Construction of Centers for Disease Control and Prevention at the Provincial,Prefectural and County Levels"and the"Standards for the Construction of Centers for Disease Control and Prevention"127-2009 on the allocation standards of laboratory instruments and equipment for CDCs,it is found that there is a large gap in equipment configuration between all CDCs and national standards in this city.4.inspection capacity:The category A project development rate of city CDC is 74.78%,and that of category B testing items is 27.07%.The average development rate of category A test items and category B test items of county CDCs is 56.78%and 21.31%,respectively.Compared with the national standards,the laboratory inspection capacity of all CDCs is not up to the standard,and there are significant differences in the development rates of category A and B testing projects among county CDCs.Conclusions:In 2017,some laboratory indicators of the city’s disease prevention and control institutions improved to a certain extent compared with 2012.However,there are some deficiencies in infrastructure construction,laboratory equipment,inspection capacity of institutions for disease control and prevention in this city.The task of laboratory capacity-building of CDC institutions is imminent.Suggestions:First,fully implement the responsibility of government and increase government investment;Second,pay attention to the construction of inspection personnel and realize the optimal allocation of personnel structure;Third,strengthen the overall planning of laboratories and further strengthen the construction of laboratory infrastructure;Fourth,regularly update the laboratory equipment configuration standards and improve equipment configuration;Fifth,strengthen the laboratory capacity building and improve the overall inspection capacity. |
