| Objectives:Based on the study of development status of disease control and prevention system’s food inspection laboratory in China, by the analysis of problems and combined with the case analysis of food inspection laboratory in Shanxi center for disease control and prevention, provide the countermeasures and suggestions to perfect the management model of the disease control and prevention system’s food inspection laboratory in China.Methods:①Literature analysis method. Through consulting related date and information, analyze resources status of the disease control and prevention system’s food inspection laboratory in China; through consulting related literatures, summary the operating mechanism and management model of some developed countries and China.②Comparative analysis method. Based on the research on management model of internal disease control and prevention laboratory, make a comparison with external food inspection laboratories, find out the difference, merits and demerits between the different management models, learning the foreign successful management experience.③Case analyzing method. Analyzing inspecting resource and operating mechanism of food inspection laboratory in Shanxi center for disease control and prevention, and then provide some corresponding development countermeasures.Results:1. This paper analysis inspective recourses of the food inspection laboratory of disease control and prevention system in China from the human resources, equipment configuration and inspection ability, and discuss its management modes and operating mechanisms from the funds investment, human resource management, laboratory examination and evaluation, and Laboratory business sources. On this basis, through comparing with foreign food inspective laboratory management model, consider that the existed problems of the food inspection laboratory of disease control and prevention system in our country are:laboratory capacity building still need to strengthen, insufficient funds investment, the use of low efficiency, and the low operating efficiency. The causes of these problems probably are:positioning fuzzy of the organizations, disadvantages of management mechanism, lack of laboratory work performance evaluation, and so on.2. In case analyzing, through the analysis of the present situation of food inspection laboratory in Shanxi center for disease control and prevention, think the problems existing include:resource aspects, lacking of human resources, lacking of equipment configuration, inspection ability lagging behind, and so on. At the part of management mechanism, problems are:equipment purchase program is still tedious, human resource management is confusion, and the lack of performance evaluation which leads to the low efficiency of the resources. Through this, we should:(1) Perfect the financing channels, and standardize the service income;(2) Strengthen capacity building, improve the service level;(3) Put the post management into practice, improving the work efficiency.(4) Establish a scientific evaluation system, improving the efficiency of inspection work.Countermeasures and suggestions:Based on the above analysis, this paper suggested that:(1) Position the nature of laboratory scientifically;(2) Reform the management mechanism;(3) Establish an effective evaluation mechanism;(4) Continue to improve the inspective ability... |
