In the wake of the accelerated aging population crisis,the rich connotation of poverty,the national “precise poverty alleviation,accurate poverty alleviation” strategy and the new rural cooperative medical insurance(hereinafter referred to as “NRC”)and urban residents' basic medical insurance(hereinafter referred to as “City Residence” In the context of the overall implementation of the merger,the study of the ability poverty of the elderly population has given new characteristics of the times.This paper uses the latest national survey on the factors affecting the elderly health in2014 to track the 65-year-old and older questionnaires and data(CLHLS).Based on the propensity score matching method,the social support theory and the sustainable livelihood framework theory are combined,qualitative and quantitative.From the perspective of the analysis of the impact of urban and rural residents medical insurance(full-text: urban and rural residents medical insurance)on the ability of the elderly to poverty.After the final screening and elimination,the paper finally got 3809 valid samples,including 1941 insured group and 1868 in control group.Through stata statistical software,whether to participate in urban and rural residents' medical insurance as the core explanatory variable;and using Amartya Sen's view on feasible ability,the elderly capacity poverty operation is turned into basic ability poverty and cognitive ability poverty,as a research The explanatory variables;at the same time,the gender,age,years of education,total family income,living arrangements,alcoholism and other individual characteristics,socio-economic characteristics and healthy behavior characteristics were included in the regression model as the control variables of this study,from the urban and rural population samples.The average treatment effect and different age groups,different living patterns and different geographical group samples test empirically analyze the impact of urban and rural residents' medical insurance on the ability of the elderly.The study found that:(1)Compared with the control group,the participation of urban and rural residents in medical insurance for the relief of the elderly's ability poverty is significant.First,the probability of enrollment will increase the average ability of the elderly group to “in good condition” by an average of 3.1%.Then,the enrollment will increase the average score of cognitive ability of the elderly group by 0.396.(2)From the perspective of group sample test,there are some differences in the effects of medical insurance for urban and rural residents,that is,there are problems such as low effect leveland incomplete effect.First,the urban and rural residents' medical insurance has improved the ability poverty of the elderly in the 80-year-old and older.For the elderly in the younger age,after the match,although the ATT is estimated to be positive,whether it is basic ability poverty or cognitive ability None of the improvements in poverty passed the significance test.Then,the urban and rural residents' medical insurance improves the poverty of the elderly living with their families.For the elderly groups living and living alone in the institution,whether it is before or after matching,the role of urban and rural residents' medical insurance is poor for the basic ability of the elderly.The relief of cognitive poverty is not significant,and the net effect is not as obvious as living with family.Finally,whether before or after matching,urban and rural residents' medical insurance has a significant positive impact on the improvement of basic ability poverty and cognitive poverty in the elderly in the central and western regions;however,for the eastern region,after matching,urban and rural residents The relief of old-age ability poverty by medical insurance did not pass the significant test.(3)Whether it is the average treatment effect analysis of the sample population or the group sample test,the objective existence of the “confusion variable” is magnified to some extent to the extent that the urban and rural residents' medical insurance can alleviate the elderly's ability and poverty.effect.Countermeasures and Suggestions:(1)Further accelerate the integration of urban and rural residents' medical insurance system and improve the irrationality of system design,mainly to improve the system's level of protection and enhance the sustainability of the system.(2)Improve the urban and rural medical and health service system,and do a good job of connecting the urban and rural residents' medical insurance system with the combination of medical care,long-term care insurance,social assistance,and major illness relief.(3)Using a variety of statistical methods to scientifically and effectively measure the institutional effects of urban and rural residents' medical insurance,and to improve the health awareness and disease prevention awareness of urban and rural elderly groups.
