Evaluation On The Implementation Effect Of New Rural Cooperative Medical System Policy In Luoyang

New Rural Cooperative Medical System(NRCMS)is an indispensable and important part of China’s social security system,with mutual assistance and assistance.Since the implementation of the new rural cooperative medical system in 2003,great achievements have been achieved,which not only guarantees the basic medical services in rural areas to a certain extent,but also alleviates the problem of farmers’ difficulty and high cost in seeing a doctor.The NRCMS policy has been carried out in various regions of the country and achieved remarkable results,but there are also many problems.Taking Luoyang City as an example,this paper evaluates the implementation effect of the new rural cooperative policy.In order to understand the implementation status and existing problems of the new rural cooperative medical system,further improve the new rural cooperative medical policy,and provide a feasible basis for the future implementation of a unified urban and rural residents health insurance system in Luoyang.Comprehensive new farming and scholars both at home and abroad research achievements,this article to learn about a new agricultural development,clear new farming and related concepts and theories,to luoyang medical and health cause introduces the general situation and new farming operation,using DEA method,through selecting index BCC model was constructed to luoyang 15 counties of new farming and operation objective analysis comparison,find out the city of luoyang new farming the development gap within the range of counties,combining with the analysis method of the questionnaire survey from the subjective aspect new farming and implementation effect of satisfaction,to luoyang new farming effect on overall evaluation.The research shows that the implementation of the new rural cooperative medical care policy ensures that farmers have access to medical services,and the development of rural medical and health services has a positive impact on the economic development of luoyang city.Of course,the development of anything is not all smooth,in the study found luoyang new rural cooperative existing problems,such as the government propaganda is not in place,grassroots medical institutions equipment is backward.In order to further promote the development of the new rural cooperative system and improve the satisfaction of the residents participating in the cooperative system in luoyang city,the corresponding Suggestions are put forward,which are mainly manifested as: establishing a scientific and effective financing system;Optimizing the allocation of rural medical and health resources;Actively explore the integration of urban and rural medical insurance;Carry out policy propaganda actively,raise farmer ego health care consciousness.
