Survey On Evaluating The Effect Of New Rural Cooperative Medical Care System In Leling City

BackgroundThe new rural cooperative medical care system has been at the pilot stage since popularized nationwide in 2003 and there is no uniform mode of operation. The new rural cooperative medical system that fit in with local socio-economic development, management system, funding mechanisms and operating mechanisms, in line with the needs of people has been the focus and direction to explore of government and health administration.ObjectivesThe study on operration and effect of new rural cooperative medical care system in 2008 of Leling city provided the scientific basis for establishing norms, operating mechanism, supervising and summarized experience for the full establishment of a new rural cooperative medical system.MethodsThe data mainly come from the information base of new cooperative medical care as well as the Statistical Yearbook of the information in 2008 of Leling city. The sample was randomly chosen by using cluster-based sampling method to choose Huangjia town, Yangan town and Gupjia subdistrict in Leling city and totally surveyed 569 farmers. The content include: the socio-economic situation, the local population, amount of farmers participating in cooperative medical care, the utilization of health services, medical expenses, the construction of new rural cooperative medical system, the funding level, running and compensation of funds and so on in 2008 of Leling city. The sampling survey includes the awareness and satisfaction of famers participating in cooperative medical care.Main ResultsThe new rural cooperative medical care is well advanced and achieves satisfory results. The organization and management system is sound, the rate of participating in cooperative medical care is higher, the program is reasonable, and the phenomenon of diseases leading to poverty is effectively alleviated. However, the management, financing and operational mechanisms of new rural cooperative medical care and the program should be improved much more so that the new rural cooperative medical care develops persistently.Conclusions and SuggestionsStrengthening the legislation of new rural cooperative medical care, to carry out training and propagating at full blast advocacy, exploreing ways of establishing long-term financing mechanisms, improving the pilot program constantly , strengthening the institution-building and fund supervision , ensureing the implementation of financial assistance funds , strengthening supervision, management and building of rural health services , providing quality services to farmers partipating in coorperrative medical care to ensure the stability of cooperation medical care, sustainable development, farmers may benefited...
