| By using the theories,methods and tools of project scope management,the dissertation studies and demonstrates the application process,methods and skills of IT project scope management in such projects and tries to figure out how to improve the success rate of project.It can provide reference for other regional medical information interconnection constructions.Firstly,based on the analysis of project background,it proposes that unclear project requirements and frequent project changes are major issues on project scope management.Secondly,according to the actual situation and influential degree,and based on analyzing in detail the problem of unclear requirements,appropriate countermeasures should be taken in the steps of project scope definition,project scope decomposition and project scope confirmation.Then,in the aspect of the project control,this dissertation studies how to apply the project scope control theory and method in the process of controlling the scope change and analyzing the scope deviation.Finally,by referring to the concept of Deming Ring,it summarizes a set of PDCA project scope management and control model,in order to implement deviation analysis and control project changes and effectively improve the success rate of project scope implementation.The main conclusions of this study are as follows:First,the construction involves the administrative department of healthcare and medical institutions of many participants,differences in stakeholder interests and importance should be considered in the IT project scope management process.Second,as the national evaluation standard does not cover all requirements of the interconnection in X city,the project’s requirements are not clear,benchmarking,stakeholder interview and expert review should be adopted to comprehensively sort out and analyze requirements.Third,medical information systems of this project are various and complex,and exists so many uncertain factors,we can strictly control the frequently project changes by establishing project scope control model and change management process. |
