Research On The Equalization Of Basic Public Health Services In Wuhan

This paper starts from the reserch in present situation of the equalization of basic public health services recently in Wuhan.Summarizing the main problems in the process of equalization through data analysis,questionnaires and professional interviews.Then putting forward sustainable and scalable policy recommendations which conforms to Wuhan 's health care development level.By comparing data from different regions and different periods,the paper present situation of the equalization of basic public health services in Wuhan.Lorenz curve of per capita health resources in each district be drawn to calculate Gini coefficient which reflect fairness.Drawing on existing research results of evaluation index system,and with the help of Delphi expert consultation,this study has established an evaluation system that conforms to the characteristics of Wuhan City.By questionnaire survey to analyze the degree of awareness,attention,coordination and satisfaction of basic public health services among Wuhan citizen.Through interviews and data analysis to find out the major problems in the process of equalization in Wuhan.The basic public health services of Wuhan has made significant improvements in many areas such as government funding input,service capacity,health effect and so on.However,per capita health resources,especially the capacity of basic public health services between urban and rural areas are still unbalanced.Firstly,the whole city lacks public health physicians and health technical staff in new district and far district especially lacks.Secondly,grant funds are mainly used in clinical medical services other than preventive medicine.Thirdly,there is imbalance phenomenon between the services development.Fourthly,due to the failure of propaganda,people's awareness and attention about basic public health services is not enough,coordination and satisfaction is not high too.Finally,the performance appraisal program and daily management system need to be further improved.This paper recommends the government to strengthen overall policy making on public health and basic public health services,and establish a long-term mechanism for grant funds payment and using.To improve basic health services capacity with the help of funding in human resources of public health.Taking fashional publicity which is more effective to raisecitizen's degree of awareness and attention of basic public health services.To improve the performance appraisal program and daily management system by reflecting on the present situation.Finally Wuhan will achieve new success in promoting equalization of basic public health services in the context of the new medical reform.
