Objective:In order to discover the problems in the distribution of the four regions HIV prevention funds in Xin Jjiang,and to put forward some reasonable suggestions for the government,we investigated the HIV infection prevention and control work of this four regions,like Urumqi,Hami,Yili,Kashi,and evaluate and analyze the cost of inputs-effect as international organizations,the central government,autonomous region government and the total investment of the individual for index.Methods:The one hand,we investigated four areas data of prevention and treatment of HIV infection.This includes voluntary counseling and testing,sentinel surveillance,sexually transmitted disease,regulatory workplace screening,prevention of sexually transmitted intervention,methadone treatment,needle exchange pilot PMTCT follow-up management,antiviral therapy,Chinese medicine treatment of demand-sidesubsidies,capacity-building fees and daily expenses.The other hand,we survey direct patient charges and direct cost of hospitalization of HIV infestor in this four area.Results:(1)the study showed that in HIV prevention of four regions of Xin jiang,like like Urumqi,Hami,Yili,Kashi,the abroad,the central government,and the autonomous region government fund the Yili most,while Hami for at least.(2)in Xin jiang four areas cost-effectiveness of HIV prevention and treatment,except PMTCT project and needle exchange experiments,in these HIV prevention programs like Methadone clinics,commercial sex workers intervention,MSM intervention,HIV voluntary counseling and testing(VCT),anti-viral therapy,the cost of each work unit,in Yili area is the highest,while Hami area is in the lowest.(3)For direct medical costs,economy is relatively developed region,especially in Urumqi,the personally liable medical costs are the highest in the four regions.In the more economically deprived areas,like Hami,personally liable medical costs are relatively low,and the ratio of direct medical costs and direct non-medical costs is lower.Conclusion:HIV prevention is not just a personal matter,but also the government's responsibility and duties and the obligations of the government departments,Therefore,our government departments should increase investment in HIV prevention funds,especially the autonomous region should increase investment in HIV prevention funds.Second,we must cooperate with international organizations and introduce HIV prevention funds in many ways to strengthen the investment in HIV prevention funds by the international organizations,and to learn from the successful experience in the international HIV prevention and methods.We should also encourage and support private capital funding for HIV prevention work,to make up the gap in HIV prevention funds of the government departments,and encourage the activities of the obligation for HIV by individuals.The same time,we should lower the PMTCT programs,methadone clinics,needle exchange,commercial sex workers intervention,MSM intervention,AIDS voluntary counseling and testing(VCT),anti-virus treatment unit cost and marginal revenue,to improve HIV prevention fundsutilization,and improve the efficiency of HIV prevention,and increased investment of HIV prevention funds in the economically backward areas,like Hami,to compensate for the shortage of funds caused by the lack of personal funds and result in reduced efficiency of HIV prevention.
