Medical Assistance Policy Advocacy From The Perpective Of Information Game Theory

In his report on the government's work in 2018,LiKeqiang said that we need to ensure and significantly improve people's livehood through medical reform and then the people share a growing sense of gain.In the process of social development and continuous reform of healthcare market,the generation of policies and institutions is caused by multiple factors,one of which is the lack of policy information.Under the current medical system,it's hard for people to know the policy because of the limited channels for communications flow,which has led to the poor function of policy advocacy and the medical market failure.The patient with major diseases get the loss of medical relief because of lacking the information source of medical assistance policy and shortarage of medical treatment.However,doctors,patients and government organizations are the stakeholders of the medical service market,and the imbalance of policy information flow will affect the stable operation of the medical service market.The L hospital of NanChang is regarded as the main research object in this paper,and the writer show mainly the information game theory paradigm,poverty culture and empowerment theory given as administered.In the meantime,through participant observation method and questionnaire survey that doctors and patients are being as one of participant,the writer know the details about their learning the medical assistance,related transmission and reception,and the resulting series of contradictions and emotional changes.Through the analysis of the game between the government,medical institutions and patients,the guidance of the policy information flow in the whole system is clarified and the beneficial balance is realized.It has been found that the understanding of policy information can be divided into three categories.It is a complete understanding of policy,incomplete understanding of policy,and total ignorance of policy types.After the analysis of three types of policy,the author found that when policy information flow,because of different interest subjects' inconsistent reception and implement of policy,the people get poor knowledge of aid policy and even are totally unknown about it,which caused a crisis of confidence and interests imbalance and a series of problems.In the process of policy participation,the participants also have problems.Such as,blocked policy control information flow and emotional mismanagement.The emergence of information system theory lies in the link of policy advocacy challenges,and exist in the policy advocacy for information on the strength of the game is differ in policy information did not reach the ideal "Nash equilibrium".Based on the above analysis,the author believes that four aspects should be strengthened to promote the medical aid policy.First,further removing the space constraints of information flow and improving policy awareness;Second,adapting to the media ecology and strengthen policy popularization;Thirdly,strengthening the management of emotion regulation,and reducing the intensity of doctor-patient conflict;Fourth,we will strengthen emergency management of major disease relief and raise the temperature of policy implementation.Through a series of policy suggestions,we should promote the awareness of policy advocacy,and make the main body of the stakeholders work in their respective roles,so as to build a stable medical environment.
