Study On Performance Evaluation Of Forestry Poverty Alleviation

Poverty-stricken areas in China are highly coupled with ecologically fragile areas in spatial distribution.The ecological environment is poor and poverty alleviation is difficult in these areas.As an important part of poverty alleviation,forestry poverty alleviation plays a vital role in accelerating ecological protection and resource recovery and changing the poverty situation in poverty-stricken areas.In view of this,it is of great significance for the current practice and research of forestry poverty alleviation to study the effects of forestry poverty alleviation in poverty-stricken areas in China,and to systematically evaluate its performance,and to further improve the poverty alleviation work and enhance the efficiency and effectiveness of forestry poverty alleviation through performance analysis.This research takes the performance evaluation of forestry poverty alleviation as the research object.It discusses the research foundation of the performance evaluation of forestry poverty alleviation by using the theories of spatial poverty,sustainable livelihood and new public management,and from the perspectives of management and system theory.Based on the analysis of the current situation of forestry poverty alleviation in China,the performance evaluation system of forestry poverty alleviation is constructed.Finally,the research takes Dushan County,Libo County,Longsheng County and Luocheng County as examples,which are officially assisted by National Forestry and Grassland Administration,and the performance of poverty alleviation in forestry in four counties is evaluated and analyzed by using the evaluation system.The main research results of this paper include:(1)The performance evaluation system of forestry poverty alleviation was established.Specifically,it established the evaluation idea of "highlighting the improvement of ecology and people’s livelihood,covering multi-dimensional benefits of ecology,economy and society,paying equal attention to objective performance and perceived performance";it divided the evaluation process into five steps: establishing evaluation objects and evaluation objectives,designing evaluation implementation plans,collecting and processing data and related materials,compiling evaluation reports,making application and feedback of evaluation results;a performance evaluation index system of forestry poverty alleviation was established,which covers three dimensions of forestry ecological construction performance,economic development performance and social public service performance at the level of poverty-stricken county,and two aspects of objective performance and perceived performance on the poor population level;Min-max standardization method,entropy method,general descriptive statistical analysis method and regression analysis method were selected for performance evaluation.(2)Through the empirical evaluation of forestry poverty alleviation performance in four poverty-stricken counties,the applicability of the performance evaluation system of forestry poverty alleviation was tested.After the evaluation,it was found that although some results had been achieved in poverty alleviation of forestry in four counties,the level of poverty alleviation performance still needed to be further improved,and it still needed to be strengthened in the aspects of forestry industry promoting poverty alleviation,self-development of poverty-stricken population and value development of forestry resources.(3)In view of the results of performance evaluation of forestry poverty alleviation in four counties,this paper puts forward the following measures: consolidating and developing forestry industry with special features and increasing the income of poor households,strengthening forestry training and policy publicity and improving the development ability of the poor people,improving forestry policy of poverty alleviation,which can provide reference for further improving the performance of forestry poverty alleviation.
