Study On The Problems And Countermeasures Of The Compensation For Cultivated Land Protection In Bayannaoer

The economic compensation of cultivated land protection is an important means of stimulating the protection of cultivated land.It is of irreplaceable significance to stimulate the enthusiasm of cultivated land protectors and improve the level of cultivated land protection.The “Opinions on Strengthening the Protection of Cultivated Land and Improving the Balance of Compensation and Replenishment” promulgated in 2017,is a programmatic document for the protection of cultivated land in the new era,and it is proposed to “improve the compensation mechanism for cultivated land protection.” Bayannaoer City is rich in cultivated land resources,is an important commodity grain production base of the state and autonomous region,and plays an important role in ensuring national food security.However,for a long time,due to the incomplete understanding of the value of cultivated land and the lagging compensation work,the situation of cultivated land protection in Bayannaoer City is not optimistic.Firstly,this paper objectively describes the current situation of economic compensation for cultivated land protection in Bayannaoer city by using empirical analysis method,qualitative analysis and quantitative analysis,analyses the quantity and quality of cultivated land in Bayannaoer city,calculates the value of cultivated land to be compensated,and describes the main methods of economic compensation for cultivated land protection.Secondly,through the comparative analysis of the value of cultivated land compensation and the current situation of compensation,combined with a large number of literature and practical experience,summed up the problems of economic compensation for cultivated land protection in Bayannaoer City,and objectively analyzed the causes of the problems.Then,using the literature method,the paper focuses on collecting and sorting out the relevant literature of economic compensation for cultivated land protection in typical areas of China,and analyses the experience and Enlightenment of typical areas in China,which provides experience for the establishment and improvement of economic compensation mechanism for cultivated land protection.Finally,on the basis of public goods theory and externality theory,this paper analyses the key elements of compensation,such as compensation subject and object,compensation fund,compensation standard and compensation mode,and tries to establish a relatively systematic economic compensation mechanism for cultivated land protection,in order to solve the problems existing in the current economic compensation for cultivated land protection.The problems in the work promote the realization "trinity" protection target of the quantity,quality and ecology of cultivated land.
