In order to realize the win-win situation of cultivated land protection and increasing farmers’ income,innovate the rural social security mode and promote the harmonious development of urban and rural areas,Chengdu established the Cultivated Land Protection Fund System with restraint and incentive in 2008.The system aims to promote the enthusiasm of farmers to protect cultivated land through economic instruments,which is a beneficial attempt to innovate the measures of cultivated land protection in China.Since the implementation of the Cultivated Land Protection Fund System,scholars have carried out a lot of research on it.The research mainly,from the micro perspective,focuses on the analysis of the impact of the implementation of the Cultivated Land Protection Fund System on the production and life of farmers,the responsiveness of farmers to the system,the degree of policy satisfaction and its influencing factors,etc.However,there is little literature to conduct a comprehensive evaluation of the implementation effect of the Cultivated Land Protection Fund System from a macro perspective.Combining with the research results of domestic and foreign scholars,firstly,this paper defines the related concepts of cultivated land,Cultivated Land Protection Fund and Cultivated Land Protection Fund System and analyzes the theoretical basis for the implementation of the Cultivated Land Protection Fund System.Secondly,this paper combs the implementation of the Cultivated Land Protection Fund System in Chengdu from the historical evolution,implementation situation and existing problems.Thirdly,based on the two major objectives of the cultivated land protection fund system in Chengdu(i.e.the construction of the rural social security system and the increase of farmers’ income,the promotion of cultivated land resources protection awareness and the effect of cultivated land protection)and the implementation efficiency of the fund system,this paper analyzes and evaluates the comprehensive implementation effect of it from a macroscopic perspective by combining quantitative analysis with investigation and research methods.The main conclusions are as follows:(1)The implementation of the cultivated land protection fund system in Chengdu has promoted the construction of the rural social security system,and has a positive role in increasing farmers’ income,but has not yet established a stable fund-raising channel.(2)The implementation of the cultivated land protection fund system has promoted farmers’ awareness of cultivated land protection,but has not yet had a significant impact on the quality of cultivated land.(3)The subsidy object and standard of cultivated land protection fund system lack corresponding dynamic adjustment,and the flexibility of subsidy mode is not high.(4)The efficiency of the implementation of the Cultivated Land Protection Fund System shows a downward trend of fluctuation,and there is room for improvement in supervision and management.Based on the above problems,this paper puts forward some countermeasures:(1)Optimizing the financing channels of Cultivated Land Protection Fund System to maintain policy continuity and stability.(2)Adjusting the subsidy standards and modes of the Cultivated Land Protection Fund System dynamically to maintain the sensitivity of farmers to the policy.(3)Strengthening the objective of protecting cultivated land quality to improve the quality and productivity of cultivated land.(4)Enriching the connotation of the Cultivated Land Protection Fund Account System to strengthen the process supervision of Cultivated Land Protection Fund subsidies and farmers’ behavior.
