Comparative Study On Community Management Of Marine Fisheries Between China And Japan

In recent years,with the continued decline of marine fishery resources,marine fisheries and economic agents and economic activity increasingly diverse and complex,community development,marine fisheries of our country is facing many problems,such as poor fishing community infrastructure,public service system is imperfect The fishery production is less organized and the community fishermen’s democratic awareness is weak.These many problems have brought many serious challenges to the development of China’s marine fisheries community in the new era.All of this reflects the phenomenon of “government failure” and “market failure” in community governance.It is urgent to promote the transformation of traditional community management mode into community governance mode.Japan and China are neighbors with water and clothing,and the fishery economy is developed.China and Japan share the same historical and cultural background,customs and traditions.At the same time,Japan has many similarities with China in the path of community governance.Japan has also faced similar problems with China in the process of fishery community governance.However,in the three stages of governance,management and governance,the development of nearly half a century has gradually formed the third level of “government-community self-government-community fishermen”.mixed community marine fisheries governance model of cohabitation.Under the mixed marine fishery community governance model,the requirements of transforming the government’s role,cultivating modern citizens,and raising the awareness of community citizen participation have all shown strong democratization,organization,and diversification of power.This has a strong reference for breaking through the dilemma of China’s marine fisheries community governance,promoting the transformation of marine fisheries community governance model,and strengthening and innovating social governance.On the basis of studying domestic and foreign literatures,this paper first introduces the current situation of the development of marine fisheries in China andOn the basis of studying domestic and foreign literatures,this paper first introduces the development status of China-Japan marine fishery through community governance theory,public governance theory and collaborative governance theory,and sorts out the governance evolution of China-Japan marine fishery community.The development track of marine fisheries community governance in China and Japan,further analysis of the model of marine fishery community governance;secondly,using Delphi method and AHP to determine the evaluation system and evaluation index weights of fishermen satisfaction in China-Japan marine fishery community,The combination of qualitative and quantitative methods is used to construct a fisherman satisfaction evaluation index system and determine the weight of the evaluation index.Finally,combined with typical cases,we visited the case studies of Haijiao Village in Guangdong Province and Hokkaido Village in Hokkaido,China,and found out the problems of marine fisheries community governance in China,learning the experience of Japanese marine fisheries community governance,learning from each other’s strengths,and proposing to improve the specific governance of marine fisheries communities in China.Countermeasures and feasibility recommendations.
