| Constructing a new pattern of “quantity-quality-ecology” trinity arable land protection,requires that sustainable production of arable land is not only to coordinate the conservation of input factors and increase the output of arable land,but also to consider the environmental protection of arable land.Under the background of national ecological civilization construction,the measurement of arable land utilization efficiency has become a basic work.The traditional measurement of arable land utilization efficiency pays more attention to economic factors,but less to the impact of environmental factors.At the same time,it’s lack of measures of non-expected output indicators,which cannot truly reflect the efficiency of arable land utilization based on “green” considerations.In this paper,the super-efficient SBM model is used to calculate the arable land utilization efficiency before and after considering the undesired output.The Malmquist-Luenberger productivity index is used to measure the total factor productivity of arable land before and after considering the undesired output.Establishing absolute convergence,conditional convergence and stochastic convergence models to analyze the convergence of arable land green utilization efficiency in Huaihai Economic Zone.The spatial and autocorrelation analysis is used to analyze the global and local autocorrelation of arable land green utilization efficiency.Finally,the generalized matrix model is used to identify the main influencing factors of arable land green utilization efficiency in Huaihai Economic Zone from 2006 to 2015.The following conclusions were obtained:(1)After considering the undesired output,the average value of green utilization efficiency for arable land in Huaihai Economic Zone decreases from 0.960 to 0.939 during 2006 to 2015,demonstrating that ignoring undesired output will lead to distortion of the evaluation of arable land use efficiency.The utilization efficiency gap between cities is significant,and 8 cities such as Lianyungang have achieved a relatively green technology utilization efficiency.The increase of green total factor productivity of arable land mainly depends on the advancement of arable land production technology.The expected output growth rate is lower than the non-expected output reduction rate.In the process of arable land utilization in Huaihai Economic Zone,there is no extensive production at the expense of the ecological environment in order to seek a large number of grain production.It can be improved in the aspect of a lower green utilization efficiency of arable land caused by the inefficient consumption of resources and excessive pollution discharges.The green utilization efficiency for arable land in the four regions of northern Jiangsu,northern Anhui,southern Shandong and eastern Henan is not significantly different due to provincial boundaries.(2)The speed of arable land production technology in various cities in Huaihai Economic Zone tends to be similar.The green utilization efficiency of arable land does not converge significantly during the sample period,and the efficiency gap does not disappear unconditionally.The utilization efficiency of arable land in each city will increase to its own steady state level,and the gap between the overall and regional utilization efficiency of arable land in Huaihai Economic Zone will continue to exist for a long time in the future.(3)During 2006-2015,the green utilization efficiency of arable land in Huaihai Economic Zone showed significant spatial autocorrelated on whole scale,and the overall agglomeration was continuously enhanced.Each city has a higher autocorrelation across the provincial boundaries,and there is a significant spatial heterogeneity in each year.The per capita income of rural residents and the proportion of effective irrigation have a significant positive correlation with the green utilization efficiency of arable land.The urban-rural income gap and the total mechanical power per unit area have a significant negative correlation with the green utilization efficiency of arable land. |
