With the development of society,the near-shore marine fishery resources declining,Increasing pressure on fishermen to switch jobs.The implementation of the Marine ranching project provides a sustainable way to solve the above problems.At the same time,foster new formats,support new industries,and transform the use of space resources in the sea area,accelerate the conversion of new and old kinetic energy of fisheries,and achieve the reduction and increase of traditional fisheries,improve quality and efficiency,and all maritime countries and area attaches great importance to the construction of the advanced marine pasture project,and the marine pasture project is in full swing.However,the marine pasture project has obvious characteristics such as long construction period,high investment quota,high technical requirements,strong policy relevance,and many hidden risks.It is a difficult point in controlling project risks.The research on project risk management started late in China,and the relevant theoretical research is not very mature.Moreover,the existing research mainly focuses on general project risk management,while the literature on risk management of marine pasture projects is less.Due to the particularity of the marine pasture project,the existing risk management theories and techniques cannot be fully applied to the actual project of the J Ocean Ranch project.It is necessary to construct a new risk identification method,evaluation model and countermeasures.Therefore,it is of certain practical value to combine the risk management theory with the practice of Marine ranching project and discuss the specific application of related theories and methods.This paper is organized with the idea of "propose a problem-theoretical support-build a marine pasture risk management system".Taking the J marine pasture project as the research object,first analyze the problems existing in the risk management of the domestic marine pasture project,and then study the relevant theories of project risk management,focusing on the related fields of marine engineering and marine pastures,flow chart method and analytic hierarchy analysis.The theoretical research of law,etc.,then,combining with the reality of J Ocean Ranch Project and method of risk management,analyzes the hidden dangers of J marine pasture project by qualitative and quantitative methods.Finally,according to the identified risk hazards,Develop corresponding risk response measures.Practice shows that this risk management system can effectively reduce the risks of marine pasture project implementation,reduce the losses and impacts caused by accidents,and enhance the construction effect of marine pasture.
