Evaluation On Water Savings And Comprehensive Benefit In Dafeng Based On Integrated Reform Measures Of Agricultural Water Price

At present,with the implementation of China’s new round of integrated agricultural water price reform policy,integrated water price reform work across the country is in full swing.Correct evaluation of the integrated reform of agricultural water price can effectively guide the development direction of regional agricultural water price integrated reform,promote the promotion of integrated reform of agricultural water price,guide the research of integrated reform of agricultural water price and grasp the sustainable development of regional agriculture.First of all,this paper summarizes the impact of agricultural water price policy and agricultural water price policy at home and abroad,as well as the objectives and tasks of China’s agricultural water price integrated reform policy,and analyzes the calculation method of water saving in integrated reform of agricultural water price based on the basic theory of agricultural water saving.By combining the benefits of the existing agricultural water price integrated reform pilot area,summarizing the research results of the predecessors,and expounding the benefits and evaluation methods of the integrated reform of agricultural water price.Secondly,through research and analysis of the implementation of the integrated reform of agricultural water price in Dafeng,Yancheng City,the calculation model of integrated reform of agricultural water price is established,and the water saving of the integrated reform of agricultural water price in Dafeng is calculated,and the comprehensive farmland of farmland during the integrated reform of agricultural water price in Dafeng is obtained.The average water saving is 20.10m3/mu.Thirdly,by referring to the discussion and research of other scholars on the integrated reform of agricultural water price,combined with the national indicators on the performance evaluation document of agricultural water price reform and the actual implementation of the integrated reform of agricultural water price in Dafeng,the paper analyzes the connotation of integrated reform of agricultural water price.And the influencing factors,from the three aspects of economic benefit,social benefit and ecological benefit,selected 18 individual evaluation indicators including qualitative and quantitative,to construct the evaluation index system of agricultural water price integrated reform in Dafeng.Finally,by comprehensively comparing the advantages and disadvantages of several existing multi-index evaluation models,the analytic hierarchy process and fuzzy comprehensive evaluation method are used to evaluate the integrated reform of agricultural water price in Dafeng.The research results show that after the implementation of the integrated reform of agricultural water price in Dafeng,the economic,social,ecological and comprehensive benefits have all been upgraded to a "good" level,in which the economic benefits are most obvious,in line with the expected purpose of integrated reform of agricultural water prices,and the integrated reform policy of agricultural water prices can,to a certain extent,be the agricultural development of Dafeng.To promote the role;and based on this conclusion,the corresponding recommendations for the smooth implementation of the integrated reform of agricultural water price in Dafeng.
