Cultivated land is the basis and guarantee of human survival, but the basic situation of China is the lack of cultivated land per capita,so the importance of cultivated land protection is self-evident.However,at present,China is facing the severe test of cultivated land such as insufficient quantity and low overall quality level. The ecological security of cultivated land has become one of the most important problems to solve.Especially in mountainous areas, because of the limitation of natural conditions, the ecosystem exist relatively high ecological risk.Cultivated land consolidation activities are often accompanied by terraces and sloping fields, which may cause disturbance and destruction to the ecosystem. The harm of ecological risk in mountainous areas is more serious compared with regular area.So we should consider the suitability of consolidation as well as the ecological risk of cultivated land consolidation before carrying out the cultivated land consolidation project in mountainous area.In this paper, the relative risk model was used to evaluate the ecological risk of cultivated land consolidation in mountainous areas. At the same time the main factors affecting cultivated land consolidation in mountainous areas were selected to construct the index system, and the comprehensive index model was used to evaluate the suitability of cultivated land consolidation. Then the mutual exclusion matrix model was used to couple the results of the ecological risk assessment and the suitability assessment of cultivated land consolidation in mountainous areas,in order to gain the results of cultivated land consolidation regionalization. Finally,Laiyuan County, located in Taihang Mountainous area, was taken as the research area to conduct empirical research. These studies aimed at providing theoretical guidance and practical reference for the spatiotemporal distribution of cultivated land consolidation projects in mountainous areas. The conclusion of this paper is as follows:(1)The relative risk model is used to evaluate the ecological risk of cultivated land consolidation in mountainous areas, through three steps of risk identification, risk analysis and risk characterization.Laiyuan County is divided into four ecological risk areas according to the ecological risk score. There was 13443.97 hm~2 cultivated land in the area of low risk, accounting for 44.56%of the total cultivated land in Laiyuan County, which is mainly distributed in the central and north part of Laiyuan County and relatively concentrated. There was 7913.98 hm~2 cultivated land in the area of general risk, accounting for 26.23%of the total cultivated land area in Laiyuan County, which is mainly distributed in the central, south and north part of Laiyuan County. There was 7033.97 hm~2 cultivated land in the area of relatively high risk, accounting for 23.31%of the total cultivated land area in Laiyuan County, which is mainly distributed in the southwest and east part of Laiyuan County. There was 1779.86 hm~2 cultivated land in the area of high risk, which accounts for 5.90%of the total cultivated land in Laiyuan County, which is mainly distributed in the southwest and northeast part of Laiyuan County and relatively dispersed. From the county overall point of view, the most distributed is the low-risk area, the least distributed is the high-risk area,Laiyuan County overall cultivated land consolidation ecological risk is low.(2)Construct the evaluation factor system of the suitability of cultivated land consolidation in mountainous area, and to use the comprehensive index model to evaluate the suitability of cultivated land consolidation, and to divide the cultivated land of Laiyuan County into four consolidations type areas according to the suitability value of cultivated land consolidation. There was 8896.49 hm~2 cultivated land was suitable for consolidation, accounting for 29.49%of the total cultivated land in Laiyuan County, which is mainly distributed in the central section part of Laiyuan County. There was 6234.44 hm~2 cultivated land was relatively suitable for consolidation, accounting for 20.66%of the total cultivated land in Laiyuan County, the distribution is relatively dispersed. There was 10315.53 hm~2cultivated was basic suitable for consolidation, accounting for 34.19%of the total cultivated land in Laiyuan County, which is mainly distributed in the northern part of Laiyuan County. There was 4725.32 hm~2 cultivated land was unsuitable for consolidation, accounting for 15.66%of the total cultivated land in Laiyuan County, which is mainly distributed in the northern part of Laiyuan County. From the county overall point of view, the most widely distributed is the general suitable finishing area, the least distributed is the unsuitable consolidation area, and the overall cultivated land consolidation suitability of Laiyuan County is relatively high.(3)On the basis of ecological risk assessment and suitability evaluation of cultivated land consolidation, the paper studies the division of cultivated land consolidation by using mutual exclusion matrix model. The cultivated land of Laiyuan County is divided into four regionalizations according to the coupling result of mutual exclusive matrix model. There was 9815.33 hm~2 cultivated land was in the first-class regionalization, accounting for32.53%of the total cultivated land in Laiyuan County, which is mainly distributed in the central part of Laiyuan County. There was 8167.54 hm~2 cultivated land was in the second-class regionalization, accounting for 27.07%of the total cultivated land in Laiyuan County, which is mainly distributed in the central and north part of Laiyuan County. There was 10409.05 hm~2 cultivated land was in the third-class regionalization, accounting for34.50%of the total cultivated land in Laiyuan County, which is mainly distributed in the east and north part of Laiyuan County. There was 1779.86 hm~2 cultivated land was in the fourth-class regionalization, accounting for 5.90%of the total cultivated land in Laiyuan County, which is mainly distributed in the southwest and east part of Laiyuan County. From the county overall point of view, the largest distribution is the third-class regionalization, the least distribution is the fourth-class regionalization,Laiyuan County overall cultivated land consolidation situation is well.Based on the evaluation of ecological risk and suitability of cultivated land consolidation, this paper studies the regionalization of cultivated land consolidation in mountainous areas in order to defining the key areas and timing arrangements for cultivated land consolidation in mountainous areas. These studies aimed at providing theoretical support and technical reference for the layout and location of cultivated land consolidation projects in mountainous areas and promoting cultivated land consolidation in mountainous areas become better.
