EPC(Engineering Procurement Construction)is an internationally accepted construction organization and implementation methodology for the projects,with an outstanding feature of being responsible for the design,procurement,construction and other processes of the project,rather than just the contracting of one of the contents under the traditional mode.Therefore,more and more international engineering projects adopt EPC mode,and over the years,foreign engineering companies have accumulated rich experience in EPC project management.In recent years,China has also vigorously promoted the general contracting system for construction projects.Many local governments and pilot projects have adopted the general contracting model,and many domestic enterprises have also made bold attempts in EPC project management.However,in the implementation process,there are also some deficiencies,resulting in the quality,schedule and cost of the project problems.Based on this background,this paper takes "Pakistan UTB Test Cell EPC project",a large-scale non-standard mechanical and electrical equipment general contracting project contracted by Company A,as the research object,and studies its quality management problems with the relevant theories of project quality management.At first,the domestic and foreign quality management theories of EPC general contracting projects are summarized,and relevant theoretical knowledge of quality management under EPC mode is sorted out in this paper.Secondly,according to the statistics,the quality management problems in the design,procurement and construction stages are also summarized in this paper for the Pakistan electromechanical engineering of Company A-UTB Test Cell EPC general contracting project.Thirdly,based on the whole process quality management theory under EPC mode,this paper also analyze the causes of quality problems in the design stage using "4M1E" model as the tool and interprets the causes of quality problems in the procurement and construction stages with the perspective of "PDCA" cycle.Last but not the least,according to the causes of quality problems,this paper proposes the improvement strategy of project quality assurance system,and develops the optimization scheme of quality management in the three implementation stages.Company A is a general contracting company transformed from an aviation non-standard equipment technical design institute.This paper has taken the Company A's large non-standard mechanical and electrical equipment general contracting project-"Pakistan UTB Test Cell EPC Project" as the research object,using the relevant theories of project quality management to analyze the quality problems in the project design,procurement and construction.Moreover,the research is mainly focused on the quality plan,implementation,inspection and problem solving perspectives,and finally put forward the strategies and suggestions for the improvement of project quality management to further improve the project management ability.Therefore,the research in this paper has important practical significance for improving the management level of Company A's general contracting projects,and also has reference significance for improving the quality management of mechanical and electrical engineering projects of other engineering companies in China.
