Risk Assessment Research On Shipper's Agents Of Dangerous Goods In Air Trasportation

As the front end of dangerous goods air transportation chain,the status of shipper in air transportation of dangerous goods is very important.However,in practice,most shipper enterprises do not fully know about the professional knowledge about air transportation of dangerous goods,so many shippers entrust agents to complete such work as identification,classification,packaging,marking and labeling.At present,there are some risk factors such as disordered management and insufficient supervision by relevant departments in the agent industry of shippers engaged in air transportation of dangerous goods,which brings great risk impact to the safety in air transportation of dangerous goods.However,there are few studies on risk assessment of agents of shippers engaged in air transportation of dangerous goods,lacking of reasonable and accurate risk assessment models.Therefore,it is of great practical significance to assess the risk of air transportation of dangerous goods by shipper's agents.Firstly,studying on the present situation of shipper's agent industry.Secondly,combining the research results of domestic and overseas scholars with the method of literature induction and expert interview and the characteristics of the object of study to analyse risk from four aspects as personnel,dangerous goods,environment and management.Then,the risk assessment index system of shipper's agent in air transportation of dangerous goods has been preliminarily determined.In order to eliminate unreasonable factors by specific gravity method,the risk assessment index system of air transportation of dangerous goods by agents of shippers was finally established.In terms of determining index weights,apply the idea of combining subjective and objective weighting,combine set value statistics method with Vague set entropy weight method to determine the weight of risk assessment indexes.Cloud model evaluation method and grey clustering method based on endpoint triangle whitening weight function were respectively used to establish assessment model to assess the risk of the instance enterprise,and the rationality and accuracy of the model were verified by comparing the assessment results with the actual operation situation of the enterprise.Through the comparison of risk assessment models and the analysis of main risk factors,pointing out the reasonable assessment models(The risk assessment model based on the cloud model evaluation method)and main risk factors,and putting forward some measures,which have practical reference value for the risk assessment of shipper's agent in air transportation of dangerous goods.
