China's Road and Bridge Construction project is one of the construction project types.It has a long construction period,various construction forms,complex construction environment,various types of workers,complex processes,a lot of open-air operations and high-altitude operations,a lot of three-dimensional crossover operations and large-scale mechanical equipment.With such features,once a work-related accident occurs,it will easily result in great economic losses and casualties.Therefore,safety management is the top priority in construction management of Road and Bridge Construction.Most of the traditional Safety Management models come from the western system methodology,which fails to fully consider the human subjective initiative caused by China's humanistic and social environment.If we adopt the WSR methodology with Chinese traditional philosophical thinking,this problem could be solved.Firstly,WBS work breakdown of the Road and Bridge Construction,and extract the common elements of Road and Bridge Project Safety Management.Based on the WSR methodology,four WuLi factors affecting the safety management of Road and Bridge Projects are analyzed:safety investment,equipment and facilities,raw and auxiliary materials,and operating environment;And six ShiLi factors are analyzed:the safety policy and target management,regulatory compliance management,safety management system,safety technology measures,safety performance management,rectification and preventive measures;And four RenLi factors:safety management organization,related parties,safety awareness and behavior,safety education and training.Through the analysis of factors,a Road and Bridge Project Safety Management WSR model was established and the model was interpreted properly.Secondly,the evaluation index system is constructed according to the WSR model of Road and Bridge Project Safety Management,which is divided into target level,factor level and evaluation level.Then introduce the method to build up the evaluation model.The fuzzy analytic hierarchy process is used to determine the weight of each level of factors.Comprehensive evaluation is used to comprehensively evaluate the safety management status of Road and Bridge Projects.Finally,through the application research of the example of the YJ Highway Bridge Project,it is analyzed that the safety management status of the YJ Highway Bridge Project is good.And through the evaluation,identify safety management deficiencies of the project,and propose improvements and measures for these deficiencies.
