Comprehensive Evaluation Of Coordinated Development Of Provincial Environmental Quality And Economy And Society

The 19 th Communist Party of China National Congress put forward the idea of socialist ecological civilization and formed a new pattern of harmonious development between man and nature,which shows that the coordinated development of environmental quality has become the focus of the work of the Party and the state.However,with the rapid development of national society and economy,environmental problems continue to emerge,such as air pollution,water pollution,solid waste pollution and so on,which in turn restricts the further development of our economy and society.Therefore,how to coordinate the development of the relationship between environmental quality,economy and society plays a key role in the Party's ecological civilization construction,and has important research value.Based on the data of 30 provinces(cities)in China from 2007 to 2016,this paper studies the coordinated development of environmental quality,economic and social systems.Firstly,the relevant literatures at home and abroad are studied and sorted out.According to the principles of comprehensiveness,representativeness and scientificity,the three-layer evaluation index system of environmental quality-economic-social system is constructed.Then,the improved CRITIC method is used to get the index weight for static evaluation.Secondly,subjective time weights are obtained by "time degree",objective time weights are determined by TOPSIS method based on matrix distance,final time weights are determined by integration theory,and dynamic evaluation is carried out according to the association degree model of three-dimensional information aggregation.Thirdly,construct optimization index and unification index to discuss the comprehensive development level and coordination of environmental quality,economic and social system of 30 provinces(cities)in China.Finally,based on the above analysis results,this paper puts forward policy suggestions for the coordinated development of environmental quality in China in the new era from the economic,social and environmental aspects.The empirical results of this paper show that:Firstly,the static results show that the comprehensive evaluation values of environmental quality,economy and society of each province(city)are on the rise,but the degree of development is different,and there are regional differences.Secondly,the results show that the dynamic evaluation and the static evaluation are consistent on the whole,but the dynamic evaluation results are morecomprehensive and full.The economic and social system presents the situation of "high in the East and low in the west".Beijing and Zhejiang rank first in the environmental quality system,which can provide development experience for Gansu and Qinghai provinces which rank second.Thirdly,most of the optimization indices and unification indices of provincial environmental quality,economic and social system in China are near the median,but there are great differences between the provinces with the best and worst coordination degree.
