The study based on the uncertainty and incomplete character of river system, using the uncertainty mathematical methods to do more in-depth theoretical analysis in water quality control in the field of water environmental capacity. The results used in planning the environment impact assessment to apply environmental capacity, industry layout and emission trading rights. The full text has five chapters. Summary as follows:This paper discusses the research background of this subject and significance of the full text. Provides a comprehensive description of the water capacity, industrial structure and several other major research, including the current situation, problems and possible trends. One of the uncertainty research methods named probability of dilution model used in the river environment capacity. The capacity calculated under the condition of the hydrological parameters expressed as the probability distribution of forms, from the random uncertainty of theoretical. The main subject of this paper is study on the shortage from environmental capacity, from the uncertainty coexist or cross a variety of point of presence, combined with existing deterministic model of water environmental capacity and defines the concept of blind parameters in water environmental system.In order to get practice application, I set an example for calculation of water environmental capacity by two methods. Based on the water capacity and regional characteristics, in-deathly analyses the relationship between of surface water environment capacity resources and industrial productivity, the contradictions of environmental capacity of water recourses, the regional industrial structure and economic development. It makes partial and total evaluation to the multi-attribute river environmental system, to provide the scientific basis for decision making. And a suggestion of trading pollution also in planning environmental impact assessment work in order to achieve environmental protection and sustainable economic development.
