Since Xiamen was designated as a special economic zone in 1980,its urban development has accelerated.However,its layout is mostly concentrated in the island leading to imbalances in the development of the island and beyond.It is not conducive to urban space optimization and collective functioning.In order to solve this problem,the CPC Xiamen Municipal Committee put forward the directive to fully deploy and construct a bay city in 2002.The purpose of the construction of a bay-type city is to expand the urban space vigorously and arrange the space layout rationally so as to balance the development within and outside the island.It has been carried out for the past fifteen years now and the effectiveness of its construction needs to be evaluated.In order to evaluate its construction effectiveness,this paper takes the Wuyuan Bay of Xiamen as an example based on the remote data image of QUICKBIRD in 2003,2006,2009 and 2017.The value of regional ecosystem service value in Wuyuan Bay has been quantitatively analyzed since the construction of the Gulf-type city in the past fifteen years.This paper expects to provide constructive suggestions for the development of the Gulf-type cities through the analysis of changes in ecosystem service value in the Wuyuan Bay of Xiamen and provide valuable reference materials for decision-makers.The results of study show as below:(1)Through on-site inspections and investigation reports it was found that the overall situation of environmental quality and ecology in the Wuyuan Bay was generally good.Most ecological indexes have increased over the previous year.The overall economic situation is good.It is mainly based on the development of the tertiary industry.The government has increased investment in cultural education and landscape planning year by year which has provided stamina for the economic development of the area and the sustainable development of the city.Field surveys show that the district has a well-planned construction that takes into account the ecological and cultural values and meets the citizens' needs for leisure and entertainment.(2)Through detailed analysis of remote sensing image interpretation data,it was found that the land use and landscape pattern dynamics in the Wuyuan Bay were significantly changed from 2003 to 2017.The urbanization of the area is obvious reflected in the obvious land reclamation in Wuyuan Bay from 2003 to 2006.The water area is mainly converted to unused land.In 2009-2017 a large number of unused land was converted into construction land and the farmland completely disappeared.The construction of urban ecological projects was good.In 2006-2009 cofferdam breeding in the bay was cleared and the water area increased.Based on the investment in landscaping and the effective implementation of the project the area of green area and public lands has increased significantly.During the period from 2006 to 2017,the landscape fragmentation degree of Wuyuan Bay increased while the diversity decreased and the connectivity of greenland landscape increased and the dominance of construction land and green space increased.The extent of human disturbance increased and the landscape shape became more complex.(3)Through the spatial-temporal dynamic analysis of ecosystem service value,it was found that the service value of ecosystem in Wuyuan Bay first declined and then recovered slowly.Affected by land reclamation in 2003-2006,the total value dropped drastically from 10.409 million yuan to 7.489 million yuan.In 2006-2009 affected by the Wuyuan Bay Comprehensive Remediation Action,the cofferdam breeding area in the Bay was cleared and the total value rose from 7.489 million yuan to 8.651 million yuan.In 2009-2017 thanks for investment in landscaping,the value of ecosystem services in greenbelts and public lands has increased and the total value has increased to 9.463 million yuan.In addition,the sensitivity analysis shows that ESV is inelastic to the Value Coefficient(VC),which proves that the research results are credible.The pre-construction of the bay-type city is mainly based on reclamation and land reclamation.In the later period,it is guided by ecological protection and overall urban construction.Through rectification and investment in landscape construction,the development of the city is rationally planned.The decline in the value of early ecosystem services shows that the construction of a bay-type city should focus on the strict management of the water system and reclamation activities and it is not allowed to reduce the area of the river bay arbitrarily.The recovery of the value of the ecosystem in the later period shows that the construction of a Gulf-type city should be supported by effective policies actively building cultural and recreational land and promoting ecological projects such as landscape renovation is worth continuing.Finally based on the above research results,this study suggests that the construction and development of the bay-type cities should be combined with the rational planning of urban zoning land use and ecological protection strategies.
