The industry in Xinjiang Yili area of is underdeveloped,the geographical position is relatively closed and remote,and the agriculture and animal husbandry are the main industry.Restricted by many factors,the rich coal resources and water resources have not been effectively exploited and utilized,and the economic and social development is relatively slow.In order to solve the contradiction between abundant resources and remote location,it is necessary to change the mode of economic growth and take the road of intensive development.Therefore,the development of large-scale coal,electricity and chemical industries is the preferred way.The practice is to clean the advantages of coal resources into other forms of energy for long-distance transportation,enhance the added value of coal resources,and support the rapid development of the region.In recent years,with the continuous advance of the western development,more energy and chemical projects in Yili,Huocheng coal chemical project is one of them.The project will transform the coal resources into natural gas and send them to the southeast provinces through the "west east gas pipeline".The market prospect is broad and is consistent with the national energy development strategy.However,as we all know,coal chemical industry is a high water consumption and heavy pollution industry.Water resource is one of the main raw materials for coal chemical projects.The consumption of raw water and the amount of circulating water are huge.Although the water resources are relatively adequate in Yili area,the main source of Yili river is an international river,and it also has functions of transferring water to other water deficient areas in Xinjiang.Water resources become a major concern in the development of large scale coal chemical industry.This paper first discusses the importance of clean production based on modern coal chemical technology for sustainable development of water resources,ensuring comprehensive and efficient utilization of water resources and reducing the impact of wastewater pollution.Secondly,taking Huocheng coal chemical project as a case study,according to the project flow and use of water resources,determine the water-Transport-distribution-use-processing-circulation by the main line of the whole process of wastewater treatment;according to the geographical area is relatively independent of the system construction of the idea of using water resources are relatively closed,combined with water resources local conditions,comprehensive balance,and through the analysis of potential water saving measures,rational hydration on the construction project;the comprehensive utilization of water resources and protection scheme,promote optimal allocation of water resources,realize the scientific utilization and management of water resources,to provide new ideas for the development of coal resources in Yili,the main area of Western Xinjiang water resources shortage the mode of economic development.Thirdly,we should comb out the direction of wastewater and the degree of pollution possibly,divide the key points of pollution prevention,create a calculation model,carry out the prediction and analysis of groundwater pollution,conduct zero discharge research on wastewater,and propose water environmental protection measures.Finally,through the project examples of the comprehensive utilization of water resources and water pollution prevention and research conclusion:to improve the technical level of cleaner production in the coal chemical industry,good water resources protection and pollution control,environmental protection,innovation and integration of economy and resource intensive collaborative development mode,adhere to the road of sustainable development,in order to better promote the overall development of the economy in Xinjiang Yili area and social progress.
