Hechuan District of Chongqing Municipality is rich in water resources.Jialing River,Fujiang River and Qujiang River converge here.The rivers in this area are densely covered with waterways crisscrossing.There are 234 small rivers in this area.The average surface water resources in Hechuan District are 906 million m3,The amount of groundwater resources is 1.07 million m3.There is abundant water transiting in Hechuan District.However,due to serious disease of existing water conservancy facilities,the utilization rate of water resources in rivers is low.The shortage of water resources leads to the shortage of water supply.In the future,Hechuan is facing the challenge of water shortage and restricts the regional water The advantages of abundant resources to play.This article collects and collects the data of socio-economic development and water resources development and utilization in Hechuan District of Chongqing Municipality for nearly 10 years,sorts out the status quo and problems of water resources utilization in Hechuan District,and analyzes the current balance of supply and demand of annual water resources.According to the actual situation in Hechuan District and related planning report This paper adopts the quota method to predict the water demand and water demand in 2020 and 2030.The main conclusions are as follows:1.Base year In 2013,the total water supply for water storage projects,water diversion projects and groundwater sources in Hechuan District of Chongqing Municipality was 330.4271 million m3.In the reference year,the total water consumption of the entire district was 312.59 million m3,and the total water supply was larger than that of the whole region Water,basic supply and demand in the basic balance.2.An analysis of the supply and demand balance between 2020 and 2030 at the guarantee levels(p = 50%,75%,95%)shows that the planned level years are all short of water at different guaranteed rates with a large gap.If the planned project into the calculation of water,planning year 2020,2030 in different conditions of security,supply and demand balance.3.Hechuan District in the planning year is facing the challenge of water shortage,put forward the need for optimal allocation of water resources.Combining with the actual situation in Hechuan District,that is,the transiting water is abundant,it is proposed that the optimal allocation of water resources in this area should consider such measures as improving water resource utilization efficiency,strengthening management of water conservancy facilities,establishing new or expanding water conservancy facilities and saving and protecting water resources.In this paper,economic benefits are taken as the basis of water allocation.By establishing a model of regional water resources optimization based on multi-objective programming,the paper takes the water use efficiency,ecological water use efficiency,agricultural water use efficiency,industrial water use efficiency and tertiary industry water use efficiency as The goal of the five kinds of water allocation programs,different water allocation,water use efficiency,can provide a reference for regional water allocation.
