With the impact of urbanization,the quantity demanded for urban construction land will remain a high-level for a long time,large-scale and high-frequency rural-urban population movement has brought significant changes in the regional distribution of population,making large numbers of lack-development-ability villages dying out gradually,completely breaking the original rural settlement system.In hence,a wide spread of village merger and integrate campaigns has been launched across the country.For example,the Hebei Province clearly stated the task of merging 5,000 villages within five years.Due to the lack of scientific village merger evaluation method,coupled with lots of villages and diverse backgrounds.In the preparation of the town-village system planning,the department can only through a few limited evaluation conditions and experience to assess the development of the village.Not only spends large time to compare,but also makes difficult to determine the development of the village,directly affect the planning of efficiency and applicability.Therefore,in order to ensure the spatial layout can be rationalized in the rural areas,to maximize the comprehensive benefits of regional infrastructure,to improve the rural living-environment,to achieve urban-rural development,it's necessary to scientifically analyze the village residential planning elements.From the perspective of urban-rural integration,this paper analyzes the county urban-rural factors allocation,external factors such as township economic development,internal factors such as the natural environment and economic society,using statistical methods and mathematical models to evaluate the comprehensive abilities of village development.And finally get a relatively stable and practical village merger evaluation method,used to guide the county level village merger construction work.This method will help the smooth completion of land consolidation in rural areas and the realization of the dynamic balance of total cultivated land.In the views of urban-rural integration,it also conducive to the town infrastructure and public service facilities unified allocation and shared,promoting urban-rural symbiotic development and improving the living-environment.It can guiding the development of village integration and construction projects,as well as improve the efficiency and accuracy,when formulating the town-village system planning,land-use planning,and urban-rural development strategies.
