Since the reforming and opening,the urban-rural dual economic structure has been formed for a long time.The development between urban and rural,especially in infrastructure,is far from balance.The infrastructure construction not only acts as an crucial link in promoting the development of urban and rural but also runs as an important carrier for the urban and rural factor flow.The lagging rural and urban infrastructure has become the bottleneck in developing urban and rural economic and social healthy and has seriously restricted the rural economic system reforming and social transformation.The imbalance between supply and demand of infrastructure has been there for a long time and has hindered the urban and rural integration and the development of new urbanization process.Therefore,enhancing urban and rural infrastructure construction,especially the rural infrastructure,becomes a top priority in urban and rural balance,promoting new urbanization and urban and rural integration.Based on the connotation of urban and rural infrastructure construction and based on the analysis of the relevant theoretical research,to call to seek wall county urban and rural infrastructure construction as the research object,through the questionnaire survey to farmers and other forms,reveals the problems existing in the process of urban and rural infrastructure construction,and in view of the lack of infrastructure planning as a whole,serious lack of investment and financing,investment preference,such outstanding problems as management mechanism is not sound,is put forward to balance urban and rural development as the main line,in order to "urban-rural integration" as the goal,from the planning,construction,system and mechanism innovation,capital,management countermeasures and Suggestions of the development of the integrated system.
