Research On The Comprehensive Measurement Of The New Urbanization Development Level

Since reform and opening,with the accelerated process of industrialization,from 1978 to 2015,China's urbanization rate of the resident population rose from 17.9%to 56.1%,the water,electricity,heating,gas,public transport and other infrastructure has improved steadily,significantly improve the education,health,social security and other public services.Urbanization,fast forward,making a large number of agricultural population to cities and towns to improve the allocative efficiency of factors of production,promote the rapid development of China's economy,brought a series of social changes,China's urbanization construction has made great achievements.However,the development process of urbanization in many contradictions have become increasingly prominent in the national advocate new urbanization background,Hebei Province,the flow,in order to better implement the new urbanization development policies,put forward a series of town of the implementation of the strategy for the better development of new urbanization pointed out the direction.Based on the available literature on the extensive research,starting with the new urbanization connotation and nature of start of the new urbanization of the relevant concepts and theories are reviewed,and the research progress at home and abroad about the urbanization of the sort;Secondly,based on previous studies,combined with the Hebei province,three dimension from the new urbanization development of the power system,quality systems and equitable system constructed including economic development,innovation and development,quality of life,public services,infrastructure resources and environment,the evaluation index system of urbanization level of development of new four modernizations synchronization,urban and rural,social harmony,including nine aspects of 41 indicators,the use of improved entropy method to calculate each index share of the weight,thereby obtaining a new type of urbanization level of the total score,and accordingly to the new level of urbanization development 11 prefecture-level cities will be integrated ranked.And the overall level of urbanization development,spatial pattern and influence of three factors on the level of urbanization development from 2005 to 2014 in Hebei Province 10 years of comprehensive analysis showed that urbanization in Hebei Province there is no regional development balanced,irrational industrial structure,poor infrastructure,environmental pollution,the development of the four modernizations are not synchronized,a large gap between urban and rural issues;Finally,a series of problems in the process of urbanization in Hebei province,and put forward the constructive and operational policy recommendations.
