Science&technology infrastructure resources are the basis of national scientific and technological development as strategic resource support.In recent years,with the increasing investment for technology in our country,the scale of science&technology infrastructure resources is expanding to cover more fields.At the same time,the problem of duplicated construction and inappropriate configuration follows,if things continue this way,which will constrains the technology development greatly and improvement of innovation.Therefore,it is of great theoretical and practical significance to study the efficiency of resource configuration and sharing.(1)Combined with regional science&technology infrastructure resource configuration state,this paper establish the index system in consideration of input and output and assess relative effectiveness evaluation on the basis of DEA to come to the conclusion that the disparity exists among different regions and some regions own excessive resources.(2)Through comprehensive analysis of characteristics of all kinds of science&technology infrastructure resource,this paper selects the large scientific instruments as main object to study inappropriate resource configuration states.And resource sharing is an important measure to reduce the resource waste and increase utilization under the current situation.(3)According to the unreasonable instrument configuration in regions,judge the supply and demand of regional instruments.From the point of view of science and technology management department,consider the costs and benefits of both parties involved in sharing resources synthetically and add the level of achieves output in both sides and resource allocation as regulating parameters.Establish bi-level programming model to describe large scientific instruments sharing resources plan and use the heuristic algorithm to solve the model.(4)For empirical analysis,take the large scientific instruments resources in the field of biology and medicine of all provinces in East China as research objects.Using efficiency evaluation model and sharing allocation model comprehensively,supply optimization scheme of large scientific instruments resources in East China and put forward a series of countermeasures and suggestions to optimize the allocation of resources.
