As science and technology resources are valuable assets to human society, they have become the first important economic and social resources.Especially with the coming of knowledge economy era, they become more important in the economic competition. Therefore, all countries and regions pay great attention to exert the maximum efficiency of science and technology resources. As Jiangsu Province is an important part of the Yangtze River Delta region, the speed and quality of its technological, economic and social development paly a very important role in socio-economic development in China. It pioneered the implementation of the "science and technology build up province" strategy in 1989. But the efficiency of scientific and technological resources allocation is still relatively low. Meanwhile, there is still a big gap among the efficiency among the Northern Jiangsu, the Soviet Union and the Southern Jiangsu. So how to play the biggest role of science and technology resources, improve the efficiency of them, and look for intensive growth is necessary.Based on studying the relevant domestic and foreign articles about efficiency of scientific and technological resources allocation, this paper analyzes the input-output conditions of science and technology resources from 1996 to 2007. The results show that the absolute index has a noticeable increasing trend while the relative index shows strong changes in every city. Based the former results, it is proved that the distribution of input-output is imbalanceable. With the hypothesis testing and entropy method, this paper improves the traditional Data Envelopment Analysis (DEA) model. Then the improved DEA model is used to evaluate the efficiency of scientific and technological resources of 13 cities in Jiangsu province from 1997 to 2006. Following that, this paper analyzes the factors which affect the efficiency. In the end, some corresponding countermeasures are given at basis of the above analysis.
