Research On The Evaluation Of Social Development Level In Guizhou Province

Along with the country's rapid economic development, many social problems being exposed since the 20 th century day by day. Such as excess production, the social security and health care for the aging people, and unfair distribution of social wealth. Also with the waste water produced and exhaust gas discharged unstoppablely from industrial engineering, serious environmental problems come out one after another, etc. These problems illustrate the economic development can not indicate the overall level of development of a country or region, nor do they illustrate whether it is a really healthy economic development. Concept of social development levels was thus proposed afterward. A lot of studies have been made in this field. The question that how to define the nature of social development and what methods can be taken to evaluate the level of social development of a country or a region aroused great concern of the current theoretical and practical worlds. There is no internationally recognized system or method for comprehensive evaluation on the level of social development. Statistical tools are always limited to the rich meanings of social development, and an absolutely perfect measurement or evaluation methods exists not in reality. Therefore, we can only rethink the social development standards and its evaluation methods in order to grasp the point of the scientific essence and principles, so that we can further explore the scientific statistical methods that can be used to objectively describe the state of social development as much as possible. In this paper, theoretical research and empirical research are both used to evaluate the social development of Guizhou Province. A theoretical analysis was made on the connotation of social development, index selection, screening methods, and comprehensive evaluation method, and finally a four-level index system model was established. Considering the limitations of traditional statistical methods, this paper used a nonlinear fitting funtion GRNN network method to evaluate the level of the social development of Guizhou, representing the trend of newral network. PCA-GRNN neuro newwork method was concluded afterward. Firstly, MIV algorithm was used to screen the economic development, social progress, eco-environment and resources production and consumption of four sub-indicators of Guizhou province, and then use the entropy method, respectively sensitive rights law by Empowering layer, by comparing the composite index, TOPSIS method, and P = W * R, some results of comprehensive evaluation of the size of the deviation, we use the smallest degree of deviation P = W * R model comprehensive evaluation obtained Guizhou Province's social development in comprehensive level of integration value from 1996--2013, having analyzed 18 years of social development of Guizhou Province trend changes. By using the same method to screen the index for the Southwest provinces(excluding Tibet), and analyzing the comprehensive development level for the four provinces in economic development, social progress, and an annual composite rate levels in the ecological environment of each system dynamicly, this paper finally pointed out the future development prospects and the corresponding helpful measures and their policy recommendations was added for Guizhou.
