With the development of information technology and the advent of the time of big data,the publics'ability to analyze the original data are greatly enhanced,the sense of participation has been enhanced,the implementation of Government Information Publicity in previous years has been unable to meet the urgent needs of the original data of the public.In order to adapt to the new situation,our country on 2015 issued the "Outline" to promote the development of big data,which is one of the main tasks of open government data resources engineering,national government plans to build a unified open government data platform before the end of 2018.At present,China has some of the more developed city built the municipal open government data platform,this paper using the effect of the user oriented,according to the regional comparative study selected five city open data platform representative,according to technology acceptance model(TAM)launched by the effect of key factors is the data usabilityand the usefulness of the data.And establish 12 observation indexes in the data usefulness,usability and data utilization effect,compare the data of open data platform and user data utilization,and further use of fuzzy comprehensive evaluation method to evaluate the utilization effect of open platform data's score,with the combination of qualitative analysis and quantitative analysis method to study the relationship between them and the study found that the data utilization effect ranked high to low is Shanghai>Beijing>Guiyang>Guangzhou>Wuhan,and the data usabilityand the usefulness of open dataare positively correlated with high and low utilization results.finally put forward reasonable proposals for the development of China's open government data platform,provide a reference for the establislument of a unified national open data platform.
