Since the implementation of the reform and opening up policy in 1978,more than three decades have passed.In rural areas,the transformation of the ownership structure of the productive resources and the implementation of the household contract responsibility system not only help to integrate greatly the labor forces,capital,land and other production factors,but also promote the flows of the surplus labor to the cities,as more and more male migrant workers go outside for various business activities.Therefore,in rural areas,left-behind women,as a new group of people,have been gradually formed.For left-behind women in rural areas,they need to independently bear the responsibilities like farming the fields,caring for the elderly,looking after their children or other multiple burdens;besides,whatever in production and living aspects,they also face with the great pressure.Moreover,with the continuous improvement of their educational level,family status and social status,they are increasingly eager to assume more social responsibilities.Thus,a growing number of left-behind women in rural areas are selected to work for the “two committees”,namely the village party branch committee and the village committee,or as the representatives of villagers' team to play a more and more important role in the new rural construction and development.In recent years,the existential plight of the left-behind women,their demands and their positive role in the new construction of the rural areas have been increasingly concerned by the government and the various communities.How to solve the difficulties the left-behind women faced in production and living? How to establish an effective management mechanism to help with these women in rural areas in a long run? How to give full play to their specialty and explore their potentials to let them more actively to participate in the new construction of the rural development? These have become the urgent tasks the local government needs to take actions immediately.This paper,based on the objective and comprehensive investigation as to the survival and development status of those left-behind women in rural areas,provides an in-depth analysis for them on the issues existed in their production and living,self-development,children's education,family life,relationships,social stability and others.The main reason of the plight before them is caused by the traditional idea,namely the “domestic wife and social husband”,urban-rural dual economic structure,rapid development of urbanization and the inadequate government services provided.Summarized from the experiences gained from the management practices in Shanxi,Hubei,Shanghai,Jimo City of Shandong Province,grid management is put forward to be implemented greatly through theoretical and practical levels,so as to solve the difficulties before those left-behind women,and the focus is to establish a high-quality management team to integrate resources and build service platforms to create new employment opportunities.Additionally,regarding the management,service teams and volunteers,government departments should establish appropriate mechanisms,incentive mechanism,care mechanism,work abutment mechanism and others for supervision and evaluation,so as to achieve the target to further improve the conditions of the survival and development in rural areas for those left-behind women.
