With the reform of the medical and health system, hospitals have become the focus of reform. In the early stages of reform, it is bound to bring some obstacles to the development of hospitals. In order to survive in the market economy, hospitals need to introduce the modern scientific management tools with their own situation and the development of strategic objectives to mobilize the enthusiasm of the work of medical personnel. As an important means of human resource management, performance appraisal has been to a process to discovery problems and to improve problems. It has become an important means to improve the organization and staff performance. Effective performance appraisal can greatly improve the enthusiasm of the staff, and ultimately achieve the goal of the organization. How to improve the performance appraisal index system, scientific evaluation of the hospital departments and staff performance, are the problems that the hospitals need to face.Heze Hospital of Traditional Chinese Medicine has made some achievements in performance appraisal as a large-scale integrated local hospital. However, there are still many problems in the selection of performance appraisal's index and the application of its result. The paper takes Heze Hospital of Traditional Chinese Medicine as the main research object. We study the theory and tools of performance appraisal at home and abroad by using the method of literature research, and understand the situation and find the problems of Heze Hospital of Traditional Chinese Medicine by using the survey method. Then the paper combines the balanced score card and key performance indicators combined to optimize the index system of performance appraisal of Heze Hospital of Traditional Chinese Medicine, and puts forward the implementation scheme, safeguard measures and implementation effect. This study enriches the theory of performance appraisal, and has a theoretical guide for the design of scientific and reasonable performance appraisal system of Heze Hospital of Traditional Chinese Medicine. And through the implementation of performance appraisal, performance appraisal has been put a full roll, the index system of performance appraisal has been more scientific and reasonable, human resources management system has been more perfect, and the operation of the hospital has been improved. It promotes the development of Heze Hospital of Traditional Chinese Medicine. The study has a great significance.
