Under the background of the macro-policy of building new socialist countryside and building a harmonious society, the central government increased the financial transfer payment to the rural areas and enhanced the construction of rural public goods, such as cost-free compulsory education in rural areas has been comprehensively implemented, the main source of rural Five-Guarantee supporting is fully financed by the government, minimum life ensures policy has been conducting a pilot and promoted in vast rural area and so on. But generally speaking, in the context of urban-rural dual structure of economic and social development, per capita incomes of rural residents is relatively low and the government supply of public goods is insufficiency, which make construction of rural community public goods deficient, caused construction of rural community public goods is less quantity, underserved and unbalanced development, that significantly affects the rural community residents' basic public demand about life and production, meanwhile restricts the economic development of rural community. In December 2010, Lengshuijiang city started to promote the construction of new countryside overall on urban-rural integration development according to the requirements of "Three Synchronization" by the central government and "Four modernizations Two type" by provincial Party committee, which provided a good development opportunity for the construction of rural community public goods. This thesis regards the construction of rural community public goods in Lengshuijiang city as study subject, through investigating the development situation of the construction of rural community public goods in Lengshuijiang city, analyzing the basic conditions of the construction of rural community public goods in Lengshuijiang city, attempting to find out the obstacles on the construction of rural community public goods in Lengshuijiang city, then putting forward the suggestions on how to perfect the construction of rural community public goods in Lengshuijiang city.Firstly, the researching methods and contents of this thesis was determined by learning and collating the related documents on community management and the construction of rural community public goods from scholars at home and abroad; secondly, systematically studied the conceptions and the foundational theories on the construction of rural community public goods, seriously studied the conceptions about community and construction of community public goods, the public theory, community welfare theory, urban and rural harmonious development and consumer utility theory; thirdly, this thesis emphatically analyzed the basic conditions of the construction of rural community public goods in Lengshuijiang city, including the rural economic and social development in Lengshuijiang city, the macro and micro basic conditions of the construction of rural community public goods in Lengshuijiang city and the main opportunities from policy under construction; fourthly, by investigating and combining the basic conditions of the construction of rural community public goods in Lengshuijiang city, finding out that there exists problems in respects of recognition, capital investment, project arrangement and organizational supervision for the construction of rural community public goods in Lengshuijiang city; finally, through learning the experience of the construction of community public goods from abroad, combining the actual development situation of new rural construction in Lengshuijiang city, raising the countermeasures and suggestions on the construction of rural community public goods in Lengshuijiang city from three aspects of implementing multiple participation for the construction of rural community public goods, multi-service and multi-channel integration construction fund.
