Study On The Supply Of Chinese Rural Commommunity Publiic Goods

Since the reform and open, the economic of our country has rapid developed, and the supply of public goods level rose steadily. However, compared to the rapid development of the urban public goods, the public goods in rural communities is worried. The supply of public goods depends on the level of economic development, but also determines the economic development level, and the lag development in the rural communities is closely linked with the poor level of the rural public goods supply.At the beginning, the theory of public goods and community development theory are introduced simply, then defined and analyzed the scope and function of the rural public goods with a combination of these two theories, and followed gave the explanation of the usage of the public option theory and the logic of collective action in the supply of public goods. Second, the changes of the rural public goods supply are reviewed, and pointed out that the main problems existed in the supply of public goods were the lack of total supply, the unbalanced supply structure, and the low supply efficiency. Furthermore, this paper analyzed that the cause of the lack of total supply in rural community, the unbalanced supply structure, and the low efficiency supply were attributed to the lack of willingness by the government to provide, the shortage of market supply, and the insufficient supply capacity of the collectivity; and used Game Model Theory to analyze the relationship among the government, the country and the farmer in the supply of the rural public goods. Finally, the solutions to the supply of rural public goods are proposed with in-depth analysis before, First, clear the functions of the government, strengthen of national supply will, and use financial functions; Second, guide the market access and strengthen government supervision; Third, emphasis on community economic function, and actively guide fanners to participate in the rural communities in the building of rural public goods; And some feasibility rural public goods supply modes are list to consult in the end.
