In the era of knowledge economy,science and technology play a more and more important role in promoting economic development.Scientific and technological resources provide basic conditions for implementing various kinds of scientific and technological activities and become significant strategic resources in enterprises.It is very helpful to fully tap and utilize the science and technology resources of the enterprise to improve the overall scientific and technological innovation ability of the enterprise.Therefore,if power grid enterprises can realize more thorough and high efficiency utilization of scientific and technological resources,then the science and technology innovation ability of power grid enterprises will be further strengthened and promoted.Based on the relevant researches at home and abroad and the theory of scientific and technological resource allocation,this paper mainly completed three aspects of research.Firstly,the concept and the type of scientific and technological resources of State Grid Corporation of China(SGCC)are defined.On this basis,the current situation and existing problems of financial,human,material and information resources in SGCC are analyzed and summarized.Subsequently,This paper studies the optimization allocation model of scientific and technological resources in SGCC.Based on Data Envelopment Analysis(DEA),the improved DEA cross evaluation model and the shared input two-stage DEA model are established to optimize the single-stage and two-stage allocation of scientific and technological resources.Based on goal programming model,this paper proposes the evaluation system in different technical fields to solve the problems of fund allocation planning of scientific and technological resources in different technical fields.For the various models proposed,certain case analysis are carried out to prove the rationality and effectiveness.Finally,combined with the actual situation and future needs of SGCC,the information system of scientific and technological resource optimization allocation in SGCC is designed.Based on system requirements,the overall framework and functions of the system are designed using SOA technology and B/S mode with the J2 EE standard architecture,which provides a reference for realizing scientific and technological resource optimization allocation in SGCC. |
