Optimizing The Purchasing Management Of Literatureand Information Resources In Dw Technology R&d Center

Take thelibrary of DW Technology R&D Center as the research object,we study the optimization for procurement management of literature and information resourcesusingthe theories and methods of procurement management and supply chain management.First,using literature research method,the relational theories of procurement management and its progresses and achievements of application in the field of library are investigated and clarifiedas theoretical basis for the research of this article.Then,using the theories and methods of procurement management and literature resources procurement,the external environment and internal status in the procurement of literature resources of DW R&D Center are investigated to understanditsprocurement goals,procurement principles and rules,organizational structure and staffing,procurement business processes and supplier management status,and analyze its purchasing and circulation data.Based on our experience from long-term purchasing operation and requirements from enterprises'"cost-effective" strategy,the existing problems in its literature resources procurement are inspected and analyzed.On the basis of the self-inspection problems,we design questionnaires and conduct surveys for library colleagues,literature resource suppliers and internal employee readers respectively.Using information management and statistics methods,the results of the three types of questionnaires are analyze quantitatively to further clarify the deep-seated reasons for the existing problems in the literature resources procurement.The purpose is to master the readers demand for literature and information resources under the requirements of'cost-effective" so as to provide first-hand information for optimizing the procurement management of literature and information resources in DW R&D Center.Finally,aiming the problems found from above self-inspection and questionnaire survey,a set of countermeasures and recommendations for optimizing the procurement management of literature and information resources in DW R&D Center are proposed by the combination of qualitative and quantitative,theory and practice.The recommendations proposed in this paper including several optimization programs for organizational structure and staffing,procurement business processes and supplier management,and embodiment plan of Patron-Driven Acquisition.Among them,the supplier management optimization programpresents the strategy of supplier relationship maintenance based on the KPM(Kraljic' Purchasing Model)and the construction scheme of supplier evaluation system based on AHP(Analytic Hierarchy Process).An example is given in this paper to discuss in detail the calculation steps of realizing the scientific evaluation and effective selection for suppliers by AHP.The embodiment plan of Patron-Driven Acquisition for the library of DW R&D Centergives the ways and methods of reader recommended purchasing for paper literature resources and digital information resources respectively,and its rules and verifying standards.The proposed recommendations for optimizing the procurement management of literature and information resources have been adopted by the library of DW R&D Center.
