The Design And Implementation Of Multistage Purchasing Centralized Business Processing System For Provincial Telecom Company

Provincial telecom companies have many problems without the using of information of multi purchase centralized business processing.It has high cost in centralized procurement business process.It has low efficiency of procurement and it is complex in bidding project.The procurement approval process is cumbersome and it has a lot of time wasted.There is no uniform supplier management approach.The company does not have a fixed procurement product library and procurement projects have not reached an agreement.The maintenance process is complex.The data standard is inconsistent,the execution statistics of the order are more strenuous.Therefore,the design and implementation of multi-level procurement centralized business processing system has become necessary.Multi purchase centralized business processing system uses B/S mode,MVC,JAVA language,SSH framework.The SSH framework is the technical support of system.The system is divided into the presentation layer,control layer,business logic layer and persistence layer based on the idea of MVC.The presentation layer mainly uses the JSP pages.The Struts tags use FromBean to package and bind layer data through Struts configuration file.The control layer receives and transfers requests through the Action class and Action Servlet class.The business logic layer uses the Spring framework,IOC containers and business logic component to deal with affairs.It also use Hibernate to access data.The persistence layer uses Hibernate interface to control data according to the mapping file,specific configuration files and DAO model.The system realizes demand management,purchase management,procurement plan,purchasing decision,purchase order execution,supplier management and basic configuration.The demand management realizes the requirement collection,demand summary,demand reporting,emergency demand reporting,emergency demand acceptance,emergency demand summary.The purchase management mainly realizes the new orders requisition,the orders query,annual demand survey orders,survey statistics lists,statistics query,annual survey,annual query and annual centralized.The procurement plan achieves procurement plan query,procurement process,monitoring page,new procurement plan.The purchasing decision achieves new purchasing decision,new contract notice,procurement decision inquiry,contract query,contract notice query.The purchase order execution mainly realizes the purchase order inquiry,the notification examination delivery,the notification/related decision-making delivery,the new complaint,the complaint information inquiry,the new question.The supplier management includes supplier information audit,new supplier,supplier query.The basic configuration includes Catalog management,product category management,product management,product supplier management,quota management.The using of the system can simplify the multilevel procurement centralized business processing of provincial telecom companies.The system can facilitate the company to arrange the assets reasonably and allocate the budget reasonably.It can better play its own characteristics and reduce the cost of procurement.It can easier identify problem and strengthen supervision.
