As Chinese socialist market economy continues to be mature and perfected, modern military purchase market are moving to the diversity of the participation, variety of negotium and informationization of technological means. Construction of long-term and stable alliances of supplier, nurturing a broad military products market, implementing the "green purchase" of environmental protection, saving, and convenient as well as strengthening standardized construction of the military purchase market are great significance of creating a good atmosphere for the rational allocation of military purchase market resources and accelerating the innovation of institution of modern military purchase.At the first half of 2005, the General Logistics Department issued "military material purchase regulations", which adapts to the requirements of the new military transformation of our army and the reforms of the government purchase system. It plays an important role in promoting the reforms of purchase system of the army. However, neither from the view of purchase of military modernization and national security needs, or the challenges of rapid international changing of strategic environment, our military material purchase management system still exists many deficiencies.This article analyses the problems and the causes in the process of military materials purchase, mirroring the modern enterprise purchasing patterns, recycles the process of military materials purchase and gives the purchasing management, vendor management and inventory management strategies analysis, which have some practical significance for our military material purchase management. This paper is divided into seven chapters. The first chapter describes the theory at home and abroad for the purchasing management and warehouse management as well as the specific applications, and analyses the problems of the process of application. Chapter II describes the related military purchase theories, as well as the suggestion of resource allocation in modern military purchase market and the imagination of modern military logistics strategy. Chapter III finds problems and causes of the process through analysis of the current status of the military purchase process. Chapter IV analyses the purchase management, vendor management and inventory management strategy of the military purchase station, combining with related theory put forward the management strategy which is suitable for the military purchase station. Based on the analysis of the military purchase station management, Chapter V gives the detailed design of military purchase station purchase management decision-making system, which includes design of database and some important module. Chapter IV gives the conclusion of the research and indicates the development and practical significance of the system.
