As a vital part of the publishing market,teaching reference books market sales account for 70 percent of the total publishing market sales.It is determined by the state of population,education,and policies in our country.Attracted by huge profits,many private booksellers come into publishing market.They start their business with teaching reference books publishing in a way of cooperating with state-owned publishing houses.Besides,after years of development,private booksellers are taking a gradually standard and fast-developing road,from initially policy-unrecognized to encourage by different policies to develop non-public sector,from rampantly “book number trade” to nowadays normative projects,capital,and strategic cooperation.They have evolved into a “non-governmentally operated book industry”,which has tens of companies valuing more than one billion.However,on account of our state policies and systems,non-governmentally operated bookstores could survive only by means of cooperating with state-owned publishing houses.Different structures and unequal status cause some inevitable problems between the “state-owned” and the “private-owned”.This thesis adopts the materialist dialectical analysis method,aiming to discuss the effect of state policies on non-governmentally operated book industry since the reform and opening.By uniting the characteristics of teaching reference books and their recent market situation,it studies the current situation and problems of teaching reference books published in the way of cooperation between the “state-owned” and the“private-owned” and tries to work out the solutions to these problems.The problems are as follows: 1.the current situation of teaching reference books;2.the relationship between state-owned publishing houses and non-governmentally operated book industry;3.the effect of state policies on non-governmentally operated book industry;4.the model of cooperation between state-owned publishing houses and non-governmentally operated book industry;5.the problems of the cooperation between the “state-owned”and the “private-owned” and their causes;6.the way out for cooperation between the“state-owned” and the “private-owned” under new circumstance.Based on the theory of Administrative Management,this thesis tries to explore the fact that the gambling between state-owned publishing houses and non-governmentally operated book industry is the result of state policies and systems.The ineffectivestate-owned publishing houses have rich resource that the organized and market-oriented non-governmentally operated bookstores lack of.The restrictions of administrative approval and book number system force non-governmentally operated bookstores to depend on state-owned publishing houses.During the process of cooperation,non-standard phenomena of publishing procedure happen frequently.Under the new circumstance of digital publishing,only by reforming the systems,changing government functions and promoting the transformation of presses and private book publishing,can the publishing market develop in a healthy way.
