| Since 1990s, due to extensive and profound changes in the field of archive, digital archives have been widely established worldwide, and digital archive construction in China has also been carried out progressively. District/county-level archives, the most fundamental elements in China's archive system, are confronted with opportunities and challenges along with archive digitalization construction.Firstly, this article elaborates digital archives theoretically; makes a comparison study on the differences and connections of digital and traditional archives; lists main content of digital archive digitalization construction. Secondly, based on field study and comparison study, this article adopts real situation of archive digitalization construction in Beilin district to analyze discrepancies of same-level domestic advanced digital archives, pointing out general problems in district/county-level archive digitalization construction and development. Problems include archive digitalization construction not contained in the overall planning of district/county-level electronic government, difficulties of resource construction's "stock digitalization" and "increment digitalization" in real-life practices, and trouble of archive information and resource sharing. After this comprehensive analysis, by means of digital archive and electronic government theories in combination with current district/county-level archive digitalization construction, the article proposes specific solutions in current archive digitalization from the aspects of intensifying the cognition, striving for cooperation, enhancing professionalism, and talent construction. To be more exact, a long-term planning is required in premise of rationality of digital archive construction. Social archive cognitions from various aspects should be boosted to build the correct understanding. In addition, it is necessary to combine digital archive construction with superior archives'digitalization construction and to incorporate it into electronic government construction of local government at the same level. Archives should strengthen its guidance to and cooperation with government units' digitalization construction. Outsourcing services should be provided when necessary. Only in this way can digital archive construction gain support and cooperation from all society. Furthermore, practitioners must perfect fundamental construction and improve professionalism, following digital archive construction standards. Finally, an archive talent team qualified for digital archive construction would be established by means of intensifying training for archive personnel, actively introducing technical talents and setting up an evaluation and motivation system. |
