With the continuous development of China's market economy, there are a lot of enterprises and institutions in the presence of a large number of idle equipment caused a serious waste of resources. Many companies are considering the idle equipment leased to others, so that it is convenient for others, but also can obtain a certain economic benefits. However, the current equipment leasing management of many equipment leasing companies are relying on artificial, with the expansion of the business volume makes the labor cost is higher and higher, and inevitably prone to errors. Many equipment leasing companies have gradually abandoned the traditional manual management mode, and tend to use the equipment rental management information system. Through this system to achieve the purpose of improving the efficiency of the equipment management department, leasing process standardization.This paper is based on the C/S architecture of the equipment rental management information system, which is for the China Railway nine Bureau Group Fourth Engineering Co., Ltd. a subsidiary of the material and equipment branch and the subsidiary of the company's equipment leasing company design. System development of the front-end tool is Builder Power 9, the background tool is SERVER SQL 2005. In the second chapter, firstly the related theory of management information system are introduced, based on the third chapter of equipment leasing management information system functional requirements and non functional requirements are analyzed, the system of business process is also introduced in this paper. The fourth chapter describes the overall design of the equipment rental system, including the overall design of the system, database design, etc.. In the fifth chapter, we introduce the implementation of the various functional modules, including system login, user management, business processing and account inquiries, etc.. The sixth chapter is the system test, including black box test, white box test and environment test.The system was developed with the network analysis of striation and method to design. System investigate according to the system, network analysis, the system is designed strict, the system is implemented, the step that the system uses and maintains goes on. The system is according to Client/Server mode development, the front tool is Power Builder 9.0, the backstage supporter tool is SQL SERVER 2000.The system has good portability, which is helpful for the enterprise to carry out scientific management of the equipment, and improve the utilization ratio of the equipment. By reducing the error rate of labor in the enterprise equipment leasing process is also optimized management, to help managers to have a clear understanding of the use of equipment so as to facilitate decision-making. Therefore, the development of this system has very important practical significance to the scientific management of enterprise equipment, the optimal allocation of resources and the rational use of resources.
