Study On Institution Of Information Resources Development About Library Consortium Abroad

In 1970s,library community in the Western World set about to the theory and practice concerning collection development policy,and then concerning cooperative collection development of library consortium.Information Resources development,the fundamental part of information ecosystem,is consist of information acquisition,organization,preservation and sharing in the whole information ecological chain.By means of website survey,the institutions of information resources development are comprehensively investigated,based on 97 Library Consortia of ICOLC website in United States and Canada.Finally,according to the integrity of institution,70 libraries consortium are selected to be studied.This thesis analysis on institution of information resources development,including collection,organization,preservation and sharing,generalizes the framework and content of Information resources development of library consortium,and summarizes the institution features of information resources development aboard,and provide reference for China.This thesis consists of five chapters.Chapter I is introduction,which give an explanation of background and significance,literature review,main content,research methods,characteristics and innovation points of this thesis.Chapter ? is mainly focused on institution of information resources collection in Library Consortium aboard.It contains strategic planning of Information Resources collection;cooperative collection development policy and collection development policy guiding the acquisition of information resources,in which cooperative collection planning,collection development principle and collection development are included;the committee are responsible for the organization and management of information resources acquisition;the framework and content of electronic resources licensing are as follows:information resource selection criteria and evaluation methods,negotiation principle of electronic resources,policies of electronic resources pricing and paying,archiving and user access to electronic resources,agency support and technology of electronic resources.Chapter ? is the institution of information organization in library consortium abroad.This part Includes executive management policy;collaborative cataloging among libraries;navigation policies of website information resources,such as information resources discovery guidance as well as linking policies of electronic resources;cataloging certification.Chapter ? is the institution of Information resources preservation.Topics include:strategic planning of information resource conservation;Information resources cooperative repository in library consortium;disaster preparation and emergency response policy;print preservation policies,such as print sharing policy,print retention policies;digital preservation policies in library consortium,including construction of infrastructure,digital preservation technology strategies,etc.Chapter ? is the institution of information resource sharing in library consortium abroad.Topics include:strategic planning of resource sharing in library consortium;strict organizational management framework;interoperability standards of information resources;ILL policy,including the basic principles of ILL,ILL request and response policy,lending restrictions of ILL,resources restitution policy,interlibrary delivery and transportation policy.The last part is conclusion,in which the institution characteristics of information resources development are generalized and the enlightenment of foreign practice are presented.In the meantime,limitations of this study are put forward.
