With the fast social and economic development and urbanization construction, the frequency of disasters and emergency accidents is increasing in China, especially those resulting in large casualty loss. The change in the social and natural environment is calling for a higher capability of our fire department. Therefore, there is higher demand for the fire department to develop and implement an efficient, and effective technology infrastructure and dispatching system in consideration of the actual regional situation. The system should take advantage of the competence of our fire forces: centralized scheduling, fast reaction, close collaboration, and effective coordination among all other departments. In addition, the author proposes a fire alarming control and integrating system which may further reduce the probability of fires and the fire losses caused by t he accidents. When fire occurs, the system could provide accurate information of time and place of the fire and the three-field information commonly used by the fire forces, in order to find the best solution and the best rescue path for the fire disasters and to subsequently reduce casualties and property loss.The proposed system uses MVC pattern, which segregates application input, processing and output. It also includes the following characteristics: low coupling, high reusability, low life-cycle cost, fast deployment, and low maintenance. The author of this paper has been involved in the following research areas: providing assistive support in the early stage of the disasters, reporting the disasters promptly to government administration, reporting the disasters promptly to all other related parties. The main results of the research areas are as follows, applicable to the proposed system:(1) The disaster information can be saved as a file offline when network is not available, and the data in the offlin e file will be automatically uploaded if the network is back to normal;(2) Indicating the time and place of the accident, pulling the three-field information(installed people, location, and number), filling in the relevant accident information in a file and saving the file.(3) Finding solution and rescue path for the accident, dispatching fire forces(personnel, vehicles and equipment), filling in the update and feedback when in the scene and reporting the progress to upper administration.(4) Based on t he operational plan, when the disaster level is over level 3, the system will automatically upload the disaster to the government administration, and meanwhile notify all other relevant parties.(5) The fire data will be transmitted to 110 alarm and dispat ch system to help the convenient collaboration of all related parties and sharing of their resources. The proposed system has been developed by C# language. After our testing, the system is found to be stable, has strong practicability, and easy to promote for implementation.
