With the socio-economic of our country developing, all kinds of risks such asdisasters and public incidents are increasing. Faced with frequent types of emergencies,decision-makers are required to be able to respond quickly and orderly in view of thecurrent disaster based on pre-established emergency plans, in order to efficiently controlthe development of the situation and minimize losses on disaster.At present, there is no uniform standard for digital plans in our country yet,especially the interoperability plan of various plans are not complete, furthermore theplans is mostly stored on text documents, and the structure of the plans are diversity,complexity which are not in favor of assisting decision-makers to filter information andkeeping the integration of information. The managements are lack of supports ontheoretical and technical support which have a big gap to requirements whichemergency relief work and emergency rescue work required.Firstly, with the requirement of plans management, the topic is based on therelevant theory of the management of intelligent plans and research on thecomprehensive plan framework, as well as business processes for the plans managementincluding preparation of plans, generation and implementation of programs, evaluationand upgrade of programs, and management of plans, provides the theory of thecorresponding support for plans intelligent management.Secondly, on the foundation of the theoretical framework of management plansand the use of artificial intelligence in the frame of knowledge representation, study oncase-based, technologies on computer-aided decision, the topic designed a storagestructure and a matching algorithm based on frame, stored various types of plans into areasonable case base before the disaster. When the unexpected incident occurred, theeffective program can be matched rapidly with the actual case, to assist decision-makersto response more quickly and scientific. After that, the program can be assessed, at thesame time high-value programs can be upgraded into the case base which can be used infuture.Finally, the topic met the requirements on business of plans intelligent management, designed system architecture, function modules, and databases withpopular framework of J2EE and management system of database Oracle9i, to completethe research and implementation of emergency plans intelligent management systembased on frame.
