Young doctors as an important force in academic development and scientific research innovation of higher education,the status of its development not only reflects the talent attention and training level of a state,but also to a certain extent,represents the science and technology future and cultural soft power of a state.Young doctors'research and academic achievements,through the transformation into productive forces,bring in the country an immeasurable economic and social strength on the upgrade.In fact,these years,China has gradually set up a large number of high level research institutes,doctoral programs and other platforms,specially cultivate the high-end academic doctoral level graduate students to meet the growing demand for innovation and talent.Nowadays,our society has become the third largest doctoral cultivation country after the United States and Germany,and has a clear advantage in the number of doctoral talents.At the same time,since Western academic research paradigm has always been the benchmark of international academic circles,especially in United States,Germany,the United Kingdom,the doctoral cultivation has a long history and experience,which makes a lot of college students and graduate students choose to go abroad for doctorate.Part of those doctors after graduation chose to return to domestic.Especially in recent years,China was experiencing a high-speed economic and social transformation,attracting more and more overseas students return domestic to start a business,expanding the source of high-level talent in China.However,with the rapid development of Chinese economy and society,the existing talent still could not meet the needs of all the society.Therefore,the state introduced a series of policies.For example,in June 2010,the central government formulated the Outline of the National Medium and Long-term Talent Development Plan.It aims to ensure the cultivation and attracting of talents and ensure the steady development of the national economy and social construction,and realize the transformation and upgrading from the big human resources country to a talented countries.However,the number of doctor talent,after all,is not the ultimate goal,how to transform this business from high cost and high input into high-output,is what we should be concerned about.In particular,today,regardless of employers or academia,there is always a kind of understanding:there is a certain gap between Chinese domestic and the international well-known colleges and universities on the level of doctoral cultivation.Compared to the domestic cultivated doctors,returned overseas doctors have better overall quality and higher recognition.This is evident on the introduction of many programs specifically for overseas talent from the state,ministries and localities.More and more domestic universities,research institutions and other employers tend to spend a relatively large cost on the introduction of returnees overseas talent.Similarly,in order to attract overseas talent to return to business and employment,China has also introduced a series of talent introduction plan,to give a series of preferential policies.More developed provinces and cities have generally developed a special study of talent introduction program,such as:Beijing implemented the "Beijing overseas talent gathering project",Shanghai has gradually implemented the "million overseas talent gathering project" "million overseas talent gathering project" as well as the"introduction of thousands of Hong Kong professionals program" and other projects.The preferential policies for overseas returnees are not only related to the treatment of international students,but also the of returning students spouse setting policy,government employment venture bonus policy,academic research incentive policy,children's school access preferential policies.The government and numerous employers spent a large cost on the introduction of the oversea returnees.However compared to the domestic doctors,how is it exactly going on with their career achievements and development?Are their professional achievements more outstanding than those domestic doctors?How much are their achievements related to their doctoral degree institutions?These are the core research questions of this study.In order to answer these questions,I participated in the "Research on the Development of Outstanding Talents in the Field of Humanities and Social Sciences in China",which was carried out by the Nanjing University Education Institute and the Chinese University of Hong Kong School of Education.The empirical study of this study is based on the recovery of the subject Questionnaire and interview text,a total of 226 questionnaires were collected and 11 people were interviewed.The survey covers the personal situation,family situation,current situation,career development,their educational evaluation and subjective feeling during their doctoral study stages and many other contents.There are as many as 184 survey indicators,respondents including the domestic doctors and doctors who got overseas doctoral degree then returned to China.The survey shows that some of the basic indicators of the survey sample,such as age,gender,etc.,are generally consistent with the overall characteristics of the graduate doctoral students,indicating that the sample is well representative.Comparative analysis found that the humanities and social sciences in the academic career development level does not exist significant differences between domestic and returned overseas doctors.Only in the field of income,SSCI papers published and the first entry identified title,returned overseas doctors are better than the domestic doctors.In award obtaining,academic positions and academic development level aspects,domestic doctors have better performance than the returnees.On the whole,there is no obvious career development gap between both two.Based on this discovery,this article launched a reflection on the introduction of overseas talent and related policy issues.The main conclusions of this study are:colleges and employers should pay attention to and balance the development of local talent and returnees on the career development and resource allocation issues.Formulating fair,just and sustainable talent policy,have a great significance on improving the academic level and accomplishing the innovative talents strategy.
