The Problems And Countermeasures Study Of The Secondary Vocational Education Tuition Free Policy Implementation

Since the autumn in 2009,our country have performed the policy of free-school fee on students whose families have low income in the countryside and majors concern agriculture in the secondary vocational education schools.After one year of putting the policy in force,our country also bring those students coming from poor families in the cities into it.Therefore,the range of the free-school fee school's policy in the secondary vocational education are extended all the time.The schools have applied the free-school fee' policy on all the students in the public secondary vocational education schools since 2013.However,during the process of implementing the tuition free policy,many problems appeared gradually after a few years,which have a bad impact on the vocational education.So analyzing the cause and finding the countermeasure become the top priority.But,at present the studies on the secondary vocational education tuition are all aimed at the tuition free policy of rural students with financial difficulties and those who study agriculture-related majors put forward by the four ministries in 2009.While the studies on the tuition free policy about the students who have fulltime official status in the stated-owned secondary vocational education schools are less,so I select this to write as and study.This paper taking the implementation of tuition free policy in three county level secondary vocational education schools in W city as research subject,analyzing the implementation actualities,main problems existed and causes of tuition free policy of secondary vocational education in W,ShangDong province by means of questionaire,literature reviews,interviews and case study.And then put forward corresponding countermeasures.This paper consists of four parts.Part one: content interpretation and theoretical basis of the tuition free policy in the secondary vocational education schools.Part two: elaborate the meaning of secondary vocational education tuition free policy.Part three: the current situation and problems analysis of the implementation of secondary vocational education tuition free policy in W city.Existing problems mainly reflected in: tuition free financial subsidy can't be fullly appropriated,shrinkage phenonmenon existed.The appropriation lag of tuition free grant funds affects the normal working of schools.The unaccuracy of students' status affects the granting of tuition free financial subsidy.Lack of ways to know the tuition free policy,causing the ignorance of policies.Part four: Applying the operative theory of education policy,the theory of the distributive right in fiance,the theory of public goods,we analyze the reasons of questions of which the policy of free-school fee is carried out in the secondary vocational education in the perspective of the government and schools.On the aspect of goverment,the county and municipal goverments' financial pressure is too big.The appropriation process of tuition free grant funds is trivial and ineffective.The insufficiency of special inspection andsupervision in the management of students' status and grants and the local goverments' insufficient attention to secondary vocational education.Schools are lack of regulations and supervision in the authenticity of students' status.Not enough pormotion of secondary vocational education tuition free policy is given by the school.Part five: put forward corresponding countermeasures,based on the reason analysis of the actualities of secondary vocational education free policy.Mainly reflected in goverment aspects: reasonably share the secondary vocational education tuition free financial duty of goverments at all levels,simplify the appropriation process of tuition free financial grants,improve the efficiency of capital use.Strengthen audits management of students' status information,combine auditing online and reality check,increase emphasis on secondary vocational education.From the aspects of school: expand channels of collecting funds,increase the operational fund of schools,enhance the management of students' status,make sure the integrity and accuracy of students' information.Pay more attention to the promotion of tuition free policy and increase the attractiveness of secondary vocational education.
